Description of the Requirement: The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires M98 filter sets from qualified manufacturers. This contracting action will allow NSWCDD to procure filter sets at reasonable cost. NSWCDD intends to negotiate and award multiple 5-year contract for the M98 Gas-Particulate Filter Set, NSN 4240-01-369-6533.


Complete technical specifications, quality assurance standards, and contract data requirements are available as part of this solicitation. The specifications attached to this announcement are export controlled under the International Traffic in Arms Regulations (ITAR). To receive the referenced specifications, offerors have an approved DD2345 - Military Critical Technical Data Agreement on file with the Defense Logistics Information Service. Upon confirmation of eligibility, the offeror shall be granted access to the specifications. The specifications must be safeguarded and protected from unauthorized disclosure in accordance with applicable U.S. export control laws and regulations.


Contractors must be properly registered in the Government's System for Award Management (SAM) and in the Joint Certification Program (JCP) in order to receive the attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the internet at www.sam.gov. Information about the JCP is located at: http://www.dla.mil/HQ/InformationOperations/Offers/Products/LogisticsApplications/JCP.aspx. This acquisition will be procured in a competitive negotiated environment using formal source selection procedures set forth in FAR Part 15.


The previous contract numbers are N00178-16-D-2015 with HDT Expeditionary Systems, Inc. (HDT) and N00178-16-D-2020 with Design West Technology (DWT).


NSWCDD uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided.
