About this opportunity

The Nevada Army National Guard sought drain and purge services for sixty M969 5,000-gallon fuel tanker semi-trailers, with the original proposal due August 5, 2026; however, Amendment 001, posted August 4, officially cancels this solicitation in its entirety pending additional technical definition from the gaining agency, with a future solicitation to follow.

The procurement was a Total Small Business set-aside, NAICS 562211 (Hazardous Waste Treatment and Disposal), PSC S222. Place of performance is Las Vegas Readiness Center, 4500 W Silverado Ranch Blvd, Las Vegas, Nevada. The estimated period of performance originally ran August 10 through September 18, 2026.

The contract required the contractor to furnish all personnel, equipment, supplies, transportation, tools, materials, and supervision to safely drain residual fuel, completely purge fuel tanks to render them vapor-free, and ensure environmental compliance with wastewater disposal in accordance with Army Techniques Publication (ATP) 4-43 (April 2022). Contractor personnel must comply with installation access and security requirements and maintain effective quality control and safety protocols including proper personal protective equipment and grounding and bonding techniques. The contractor must issue a "Vapor-Free Certification" for each successfully purged trailer and submit a project schedule within five days of award with weekly updates and certifications within 15 days of completing the final trailer.

Pricing was firm fixed-price per tank serviced. Service Contract Labor Standards applied, with Federal Wage System Grade 8 rates of $31.48 to $36.72 per hour plus fringe benefits per Wage Determination Clark 2015-5593 Rev 31. Award was to be made to the vendor whose response was most advantageous based on price, technical capability, and past performance.
