About this file
This is a Performance Work Statement (PWS) for M969 Fuel Tanker drain and purge services required by the Nevada Army National Guard. The contractor must safely drain, purge, and clean sixty (60) M969 5,000-gallon fuel tank semitrailers located at the Las Vegas Readiness Center (4500 W Silverado Ranch Blvd, Las Vegas, NV 89139) to render them vapor-free and safe for storage turn-in. All work must be conducted in strict accordance with Army Techniques Publication (ATP) 4-43 (April 2022), Petroleum Supply Operations. The contractor shall furnish all personnel, equipment, supplies, transportation, tools, materials, and supervision necessary to complete the work.
The PWS specifies five core requirements: initial inspection and safe draining of residual fuel to acceptable levels; complete purging and cleaning using water and approved degreaser/emulsifier (such as CitriKleen) to render tanks vapor-free; environmental compliance and lawful disposal of all wastewater, residual fuel, and emulsifiers through either an approved commercial facility or self-contained capture system; final inspection and vapor-free certification for each trailer; and submission of a project schedule within five days of award with weekly updates, plus vapor-free certifications within 15 days of completing the final trailer. No Government property, materials, or equipment will be provided. The contractor must comply with all installation access and security requirements, maintain an effective quality control plan, and adhere to safety guidelines including proper PPE, grounding and bonding techniques, and hazard mitigation protocols. Performance will be evaluated at 100% acceptable quality level across all service categories.

4.0 Contractor Furnished Property, Materials, and Equipment (CFP/M/E): The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to safely drain, flush, degrease, and purge the fuel storage compartments of the sixty (60) M969 tank semitrailers. All work must be conducted in strict accordance with Army Techniques Publication (ATP) 4-43 (April 2022), Petroleum Supply Operations.
4.1 General: Except for those items specifically stated to be Government-Furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1.

5.1 Initial Inspection and Draining: The Contractor shall inspect the 5,000-gallon stainless steel compartment of each M969 semitrailer prior to cleaning. The Contractor will safely drain any residual fuel remaining in the tank down to acceptable levels. Recovered fuel must be stored in approved containers and handled according to the installation's hazardous material or fuel recovery protocols.
5.2 Purging and Cleaning (ATP 4-43, App. F): The Contractor shall completely purge the fuel tanks to render them vapor-free. This entails flushing the fuel storage compartment with water and an approved degreaser/emulsifier (such as CitriKleen or equivalent military-approved product) to strip all fuel residue and vapors from the interior surfaces.
