About this opportunity
The Department of Homeland Security, U.S. Customs and Border Protection, seeks M4-style AR platform rifles chambered in 5.56x45mm NATO, associated parts, accessories, and armorer training via an Indefinite Delivery/Indefinite Quantity contract, with proposals due June 10, 2026 at 8:00 AM ET. This is a total small business set-aside under NAICS 332994, with a five-year ordering period, a $10,000 minimum guarantee, and a $49.9 million ceiling.
Place of performance is Harpers Ferry, WV. The procurement requires eight rifle configurations (Standard Duty Rifle and Mid-Length Duty Rifle variants with single-stage or two-stage triggers, each in select-fire and semi-automatic versions), complete upper and lower receiver assemblies, individual parts, and accessories. All items must achieve MILSPEC compliance and full interchangeability with Colt M4A1 5.56mm carbines per MIL-DTL-71186B. The vendor must maintain ISO 9001X certification and monthly production capacity of 1,000 complete rifles. Performance standards mandate 9,600-round reliability testing with zero Class 3 malfunctions, no more than 0.25 percent Class 2 malfunctions, and no more than 1.00 percent Class 1 malfunctions; accuracy grouping not exceeding 4.0 inches initially and 5.0 inches post-testing; and 1,200-round frangible ammunition compatibility testing.
The contract requires the prime contractor to manufacture 50 percent or more of total end-item cost under the SBA Nonmanufacturer Rule. Deliverables include one annual advanced depot-level armorer training class for up to 25 CBP personnel at no additional cost, four complete tool sets annually, maintenance manuals, and exploded diagrams. All products carry one-year warranty and five-year shelf-life guarantee. Items ship FOB destination within 60 calendar days of order receipt.
Evaluation employs a two-phase process. Phase I (technical, non-price) is weighted 55 percent for technical performance and 45 percent for user interface assessment; Phase II includes reliability/durability and accuracy testing. The top four vendors advance from Phase I to Phase II. Amendment A00005, effective June 30, 2026, clarifies that evaluated pricing includes Attachment 2 Price Sheet lines 6–18 (changed from lines 7–17). Prior amendments A00001 through A00004 eliminated frangible ammunition compatibility testing from Part D initial requirements (later restored in Revision 3), corrected barrel markings and QD adapter specifications, extended the proposal deadline to June 10, and added stripped lower receiver options. The solicitation permits delivery orders to CBP, U.S. Secret Service, Immigration and Customs Enforcement, U.S. Coast Guard, and U.S. Marshal Service with Contracting Officer approval.
