About this opportunity

U.S. Customs and Border Protection (CBP), a civilian agency within the Department of Homeland Security, is conducting market research through a Request for Information (RFI) regarding the procurement of M4-style Armalite Rifle (AR) platform rifles chambered in 5.56x45mm NATO and associated parts for duty, training, and reserve use. The RFI seeks information on manufacturers' capabilities to supply multiple rifle configurations, including Standard Duty Rifles (SDR) and Mid-Length Duty Rifles (MDR) in both select fire and semi-automatic variants with barrel lengths of 11.5" and 14.5". Key requirements include compliance with stringent military specifications, ISO 9000 certification, production capacity of 1,000 complete rifles per month, reliability/durability testing of 10,000 rounds, accuracy performance standards, one-year warranty provisions, and advanced armorer training capabilities. The RFI contains 21 detailed questions addressing manufacturing processes, technical specifications, quality control procedures, and potential specialized features. Responses to the RFI must be submitted electronically to the Contracting Officer by December 12, 2025, at 4:00 PM EST, with this current announcement serving as a pre-solicitation notice posted on November 18, 2025.

This procurement is designated as a Total Small Business set-aside opportunity. The anticipated contract vehicle will be an Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement with a five-year period of performance and a 60-calendar-day delivery requirement following receipt of order. The contract may be made available to other Federal Government Agencies, including U.S. Secret Service, Immigration and Customs Enforcement, U.S. Coast Guard, and U.S. Marshal Service. While no specific budget or award value is disclosed in this pre-solicitation notice, the contract will support multiple DHS components with shipping to locations throughout CONUS, Alaska, Hawaii, U.S. Virgin Islands, and Puerto Rico. No incumbent contractor is identified in this RFI stage. Potential offerors should monitor beta.SAM.gov for the future release of a formal Request for Proposal, as participation in this RFI is not required for future solicitation eligibility.
