About this file

This document is a Statement of Work (SOW) for the U.S. Customs and Border Protection (CBP) procurement of M4-style Armalite Rifle (AR) platform rifles chambered in 5.56x45mm NATO. The SOW covers multiple rifle configurations including Standard Duty Rifles (SDR) and Mid-Length Duty Rifles (MDR), with both select fire and semi-automatic variants. Each rifle configuration requires specific technical specifications for components such as barrels, handguards, upper and lower receivers, triggers, and accessories. The procurement allows for multiple DHS components to place delivery orders, including CBP, US Secret Service, Immigration and Customs Enforcement, US Coast Guard, and US Marshal Service.

The five-year contract includes comprehensive requirements for rifle performance, including reliability/durability testing (10,000 rounds), accuracy grouping, frangible ammunition compatibility, and quality control standards. The vendor must maintain production capacity of 1,000 complete rifles per month, provide advanced depot-level armorer training, and offer a one-year warranty. Additional requirements include ISO 9000 certification, detailed packaging and shipping protocols, quarterly reporting, and provision of exploded schematics. The rifles must meet strict military specifications, with variants available in black or Flat Dark Earth (FDE) colors, and include accessories like slings, magazines, and backup iron sights.

5.1. All parts that specify a MILSPEC standard must be fully compatible and demonstrate parts interchangeability with the corresponding part from a Colt brand M4A1 5.56mm Carbine.

5.2. All complete weapons and parts that specify a MILSPEC standard must meet the specifications and requirements of CARBINE, 5.56 MILLIMETER: M4A1, set forth in section 3, REQUIREMENTS of MIL-DTL-71186B, with exception to the following subsections:

3.6.4 Function Firing

3.6.5 Cyclic Rate of Fire

3.6.6 Targeting and Accuracy

3.6.7 Endurance

3.6.9 Unique Identification (UID)

5.3. Parts Compatibility

Weapons shall be tested for interchangeability by disassembling and then reassembling the provided rifles and assemblies, with the individual parts provided and the parts from other assemblies. During the source selection process, parts will be tested for interchangeability.

5.3.1. All parts shall be removed from each test rifle with the exception of the stripped upper and lower receivers which will remain as a set for the first portions of the test.

5.3.2. All parts from the disassembled upper and lower receivers, including the barrel, shall be assembled on a Colt manufactured M4A1 MILSPEC upper and lower receiver set and function tested for operability, to include a live fire function test.

5.3.3. All interoperability shall be documented and parts shall be marked and isolated for identification.

5.4. Trigger weight

The following protocols will be used to measure and record the trigger weight of the rifle assemblies below:

SDR (SOW 4.1.1)

SDR2 (SOW 4.1.3)

5.4.1. Unloaded rifle shall be mounted on an AR lower receiver magazine well vise block secured in a vise.

5.4.2. Trigger weight shall be measured and recorded using Lyman Digital Trigger Pull Gauge.

5.4.3. The firearm barrel axis will be parallel to the Lyman Trigger Pull Gauge. The trigger pull gauge will be inserted into the trigger mechanism, such that it rests against the inside curve on the trigger. The portion of the trigger pull gauge in contact with the trigger will be constructed from a freely spinning mechanism.

This will allow the test setup to adjust for the “arc” pattern typical amongst most trigger mechanisms. As the trigger is pulled and progresses along its arc pattern, the trigger tool will be able to move freely along the trigger ensuring the force applied to the trigger is always parallel with the barrel of the weapon. This process will be continued until the weapon “dry-fires”. At this point the trigger pull testing will be concluded. The final load applied to achieve “dry-fire”, in pounds, shall be recorded.

5.4.4. Trigger weight will be measured a total of ten times for both semi and auto function and recorded. Each ten trigger pulls weights per function will be averaged separately and those average weights shall be recorded for scoring purposes.

5.4.5. Standard Deviation will be calculated per each function and recorded for scoring purposes.

5.5. Accuracy Grouping and Degradation (Pre, Mid, and Post Reliability)

5.5.1. Rifle assemblies SDR (SOW Section 4.1.1) and MDR (SOW Section 4.1.5) shall be shot for accuracy grouping.

5.5.2. Initial precision grouping shall be conducted prior to reliability/durability testing.

5.5.4. Post precision grouping shall be conducted after

conclusion of reliability/durability testing.

5.5.5. Rifle shall be cleaned and lubricated in accordance with the owner’s manual.

5.5.6. Rifle upper receiver shall be secured into a Bill Weisman and Co. (wisemanballistics.com) AR receiver fixture, attached to a windage and elevation table, bolted to the concrete floor. All accuracy testing will be fired using current contract CBP duty ammunition consisting of Federal 5.56x45mm 64GR Tactical bonded Soft Point, Z556T64XCBP.

a. If there is a conflict between the fixture and some part of the rifle that is known, the vendor is allowed to provide an appropriate remedy that does not permanently alter the fixture or the weapon.

b. Alternatively, a vendor may request the use of CBP precision marksman to perform the test from a supported prone position.

5.5.7. 5 “Settling shots” shall be fired prior to shooting for record.

5.5.8. Five 5 - shot groups will be fired at a distance of 100 yards.

5.5.9. The best four of the five shots per group will be measured to determine the group size.

5.5.10. The best four groups of the five groups shot will be used to obtain a final average group size per rifle.

5.5.11. Accuracy shall be measured utilizing paper witness targets, adhered to a semi-rigid material, mounted in a rigid test fixture.

Measurements shall be taken from outer edge to outer edge of the further most holes and then subtract the bullet diameter to obtain a “center to center” final calculation.

5.5.12. Barrel will be cooled to ambient temperature (+/- 10 degree) between groups.

5.5.13. The average initial precision grouping per rifle shall not exceed

4.00 inches with an optimal grouping of less than 2 inches.
