About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 21, issued a sole-source notice of intent on July 27, 2026, to award a firm fixed price contract to Cummins Inc. for tri-annual Emergency Power Supply System load testing at the Las Vegas VA Medical Center, with capability statement responses due by August 3, 2026, at 10 a.m. Pacific Time.
The VA asserts that Cummins Inc. is the only company authorized and trained to perform maintenance and testing on Cummins Onan branded power generators. However, any firm believing itself capable and authorized to perform the services described in the attached draft Statement of Work may challenge this determination by submitting a capability statement and an authorization letter from Cummins Inc. to angela.gerlitzki1@va.gov by the deadline.
The work comprises comprehensive testing of six 2,000 kW Cummins diesel generators, 64 Automatic Transfer Switches, parallel control systems, and distribution equipment serving Life Safety, Critical, and Equipment branches. Testing is scheduled for October 11, 2026, and must sustain a minimum four-hour loaded test under simulated total loss of normal utility power, complying with VHA Directive 1028, NFPA 110, NFPA 99, and The Joint Commission EC.02.05.07. The contractor furnishes all load banks, transformers, cables, a 3,000 AMP panel with breaker, and factory-trained personnel with minimum two years' experience on each equipment model. Deliverables include pre-test coordination summary, performance data, compliance report, and deficiency log due within ten days of testing. Payments are quarterly in arrears with no advance payments. NAICS code is 541380 with a $19 million size standard. This notice is not a request for competitive quotes; the government retains sole discretion to compete the procurement based on responses received.
