About this opportunity

The Federal Bureau of Investigation (FBI) is seeking market research information regarding Lycoming engine customer overhaul services and OEM-compliant engine accessory parts for its fleet of 92 FBI-owned Cessna G1000 aircraft. This Sources Sought notice is not a formal solicitation but rather a Request for Information (RFI) to gather industry capability data; a formal solicitation will be announced separately at a later date. The contractor must provide customer overhauls for three engine models (TIO-540-AJ1A, IO-540-AB1A5, and IO-540-AC1A5) in accordance with Lycoming Service Bulletin 240W or greater standards, FAA Airworthiness Directive 2013-11-11 requirements, and the attached Statement of Work dated February 6, 2026. Key deliverables include complete engine documentation with factory-type test run reports, propeller governor documents, ET001 documentation, AD compliance lists, 8130 parts tags, and logbook sticks with time identification, all to be completed within two months of delivery. The response deadline for this Sources Sought notice is February 23, 2026, and potential offerors are instructed that contact with government personnel other than the Contract Specialist or Contracting Officer is strictly prohibited.

This procurement carries no small business set-aside designation, though the FBI encourages responses from both large business concerns and all categories of small businesses. The aircraft fleet consists of 46 Cessna 182s, 44 Cessna T206Hs, and 2 Cessna 206Hs, with engines currently removed at 2,000+ flight hours and subject to a 12-year overhaul limit per Lycoming SI-1009 BD. The anticipated contract type is firm fixed price, classified under NAICS code 336412 (Aircraft Engine and Engine Parts Manufacturing) with a small business size standard of 1,550 employees. While no specific budget range is disclosed in this pre-solicitation notice, the scope encompasses a substantial multi-year Blanket Purchase Agreement structure to support the FBI's Critical Incident Response Group Aviation Support Unit. All invoicing must be submitted electronically through the Invoice Processing Platform (IPP.gov), and the Contracting Officer and Contracting Officer Representative will be identified upon award and through subsequent delegation.
