About this file
This is a Statement of Work (SOW) for Lycoming engine overhaul services issued by the Federal Bureau of Investigation's Finance and Facilities Division, Procurement Section, dated February 6, 2026. The contract is structured as a Blanket Purchase Agreement (BPA) to support the Critical Incident Response Group's Aviation Support Unit with engine overhaul work for their fleet of Cessna G1000 aircraft, specifically Cessna 182 (46 units), Cessna T206H (44 units), and Cessna 206H (2 units). All engines submitted for overhaul will be designated as "Customer Overhaul" and must be overhauled in accordance with Lycoming Service Bulletin 240W or greater, with all components replaced using Original Equipment Manufacturer (OEM) genuine Lycoming parts. The contractor must adhere to Federal Aviation Administration Airworthiness Directive 2013-11-11, Lycoming Service Instructions 1009 BD, and applicable service bulletins and letters.
The SOW specifies that engines must be returned within two months of delivery, with detailed documentation including engine reports from factory-type test runs, propeller governor documents, and engine removal instructions provided upon completion. Key requirements include installation of single electric magnetos on the port side, fine wire spark plugs with exhaust holes for probes, replacement of oil pressure switches regardless of time to comply with the 3000-hour limit under AD 2013-11-11, and adherence to the FBI's 12-year rule for engine overhauls per Lycoming SI-1009 BD. The contractor must document all new part numbers installed, FAA airworthiness directives, Lycoming service bulletins and instructions, and any crankshaft or engine case repairs, with critical findings reported immediately to the FBI Aviation Director of Maintenance. Services outside standard customer overhaul—termed "Over & Beyond" requirements—require formal quotes and FBI approval before execution. Invoices must be submitted electronically through the Invoice Processing Platform (IPP.gov), and all contracting actions must be coordinated through the designated Contracting Officer, with a Contracting Officer Representative to be identified via delegation letter.

1. Scope
This is a Blanket Purchase Agreement (BPA) to provide Lycoming engine overhauls for the fleet of Cessna G1000 aircrafts for the Federal Bureau of Investigation, Critical Incident Response Group (CIRG), Aviation Support Unit (ASU). This is a non-personal services agreement. The Government shall not exercise any supervision or control of the personnel performing or providing services herein. Such service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction
The Aviation Support Unit (ASU) requires engine overhaul work for their Lycoming engines for all Cessna G1000 aircraft in its fleet. During the overhaul process, all components will be replaced with Original Equipment Manufacturer (OEM) genuine Lycoming parts.
1.2 Background
The Aviation Support Unit (ASU) primary mission support functions include flight operations (single engine, multi-engine, or rotary wing), monitoring standards of FBI’s pilot performance, proper maintenance of all FBI’s operated aircraft and proper quality control and assurance.
Aviation Support Unit (ASU) supports the Surveillance & Aviation Section (SAS)/Critical Response Incident Group (CIRG). The current fleet of engines have been removed at 2000 flight hours or more (200+hours) and shipped to a vendor for service and overhaul. For engines that have been removed are returned as a Customer Overhauled Package. This allows the FBI to maintain the history of the engine long term (Crankshaft and Case halve history) versus participating in an exchange service. Although an exchange can be done, having historical knowledge of the engine (damaged or repaired) to include items that may not always be reported in the General Aviation Community. However, the FBI strongly adheres to the 12-year rule for engine overhaul and therefore does not exceed the limit recommended by Lycoming SI-
1009 BD.
