About this file
This is a Statement of Work (SOW) for a Blanket Purchase Agreement to provide Lycoming engine overhauls for the Federal Bureau of Investigation's Critical Incident Response Group Aviation Support Unit. The work covers overhaul services for engines powering a fleet of 92 Cessna aircraft: 46 Cessna 182s, 44 Cessna T206Hs, and 2 Cessna 206Hs. All engines are removed at 2,000+ flight hours and must be returned as Customer Overhauled Packages with complete historical documentation rather than through exchange services. The contractor must adhere to Lycoming Service Bulletin 240W or greater standards, use only genuine OEM Lycoming parts for warranty purposes, and complete overhauls within two months of delivery. The work includes replacement of oil pressure switches regardless of time to comply with FAA Airworthiness Directive 2013-11-11, installation of single electric magnetos on port side (T206H and 182T models require electronic magneto on left and standard magneto on right), and fine wire spark plugs with exhaust probe holes.
Deliverables include engine reports documenting factory-type test runs with parameters met, Propellor Governor Documents, and engine removal instructions with checklists. All FAA Advisory Directives, Lycoming Service Bulletins, Service Instructions, and Service Letters must be current at completion. The contractor must document all new part numbers installed, FAA ADs, and any crankshaft or engine case repairs with advance notification to FBI Aviation Director of Maintenance before condemning components. Services outside standard customer overhaul (designated "Over & Beyond" work) require separate quotes and FBI approval prior to execution. The FBI adheres to a 12-year engine overhaul limit per Lycoming SI-1009 BD. Invoices must be submitted electronically through the Invoice Processing Platform (IPP.gov). The Contracting Officer and Contracting Officer Representative will be identified at award and in a subsequent delegation letter, respectively.

LYCOMING ENGINE OVERHAUL
1. Scope
This is a Blanket Purchase Agreement (BPA) to provide Lycoming engine overhauls for the fleet of Cessna G1000 aircrafts for the Federal Bureau of Investigation, Critical Incident Response Group (CIRG), Aviation Support Unit (ASU). This is a non-personal services agreement. The Government shall not exercise any supervision or control of the personnel performing or providing services herein. Such service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction
The Aviation Support Unit (ASU) requires engine overhaul work for their Lycoming engines for all Cessna G1000 aircraft in its fleet. During the overhaul process, all components will be replaced with Original Equipment Manufacturer (OEM) genuine Lycoming parts.
1.2 Background
The Aviation Support Unit (ASU) primary mission support functions include flight operations (single engine, multi-engine, or rotary wing), monitoring standards of FBI’s pilot performance, proper maintenance of all FBI’s operated aircraft and proper quality control and assurance.
Aviation Support Unit (ASU) supports the Surveillance & Aviation Section (SAS)/Critical Response Incident Group (CIRG). The current fleet of engines have been removed at 2000 flight hours or more (200+hours) and shipped to a vendor for service and overhaul. For engines that have been removed are returned as a Customer Overhauled Package. This allows the FBI to maintain the history of the engine long term (Crankshaft and Case halve history) versus participating in an exchange service. Although an exchange can be done, having historical knowledge of the engine (damaged or repaired) to include items that may not always be reported in the General Aviation Community. However, the FBI strongly adheres to the 12-year rule for engine overhaul and therefore does not exceed the limit recommended by Lycoming SI-
1009 BD.
2. Applicable Documents
Federal Aviation Administration (FAA) Airworthiness Directive (AD) 2013-11-11 Lycoming Service Bulletin (SB) 240W Lycoming Service Instruction (SI) 1009 BD Lycoming Service Letters (SL)
3. Requirements Aviation Support Unit (ASU) requires the following for the overhaul of Lycoming engines:
1. Lycoming SB 240W or Greater will be adhered to regarding engine overhaul standards.
2. Customer Overhaul of Lycoming engines in accordance with Lycoming overhaul criteria
3. Single Electric magneto on the Port Side of the engine (Pilot view)
4. Customer Overhaul to include Fine Wire Spark Plugs/Exhaust with Holes for probes.
5. All parts are Genuine Lycoming for Warranty purposes
6. Engines provided in a timely manner not to exceed 2 months from delivery to shop or facility for overhaul.
7. An Engine report for a factory type run with same parameters must be met and documented for historical knowledge and a copy provided as part of the return.
8. Instructions for Electric magnetos must be provided for installation of additional equipment.
9. SB1427C “Instructions for Engine Break In” provided for Flight crew knowledge.
10. Propellor Governor Documents must be provided as part of test cell run.
11. Instructions for Engine removal SB of what stays with aircraft during engine removal and what gets shipped back to the overhaul facility checklist.
12. Oil Pressure Switch will be replaced at overhaul regardless of time so as not to exceed the AD 2013-11-11 (3000 Hour limit).
13. All FAA Advisory Directives will be up to date, all Lycoming SB (Service Bulletins), SI
(Service Instructions) and SL (Service Letters) will be up to date in accordance with Lycoming Engine Overhauls.
Task 1: Maintenance Tracking, Repair and Overhaul Requirements:
1. Document of all New Part numbers installed on the engine at Overhaul for Record.
2. Document of all FAA AD’s, Lycoming SB, SI, SL per that engine overhaul.
3. Document Crankshaft repairs if required and specifically what was done for the repair.
Any portion that cannot be brought back to Overhaul limits must be replaced and submitted to the FBI aviation DOM prior to install.
4. Any Engine Case halves that fail inspection must be reported to the DOM immediately and prior to condemning the engine case halves.
Task 1.2 Method/modules to manage the following engine standards
1. All methods of repair and overhaul must meet Lycoming overhaul requirements, no exceptions.
2. If an engine is complete and FBI Aviation informs that the engine should be pickled for long term storage, it will be completed by overhaul facility prior to shipping, to location, identified by the FBI Aviation DOM.
