About this opportunity
The Defense Logistics Agency Land and Maritime seeks replacement luff hoist wire ropes, port and starboard, for Portsmouth Naval Shipyard, with quotes due September 17. The procurement is a total small business set-aside.
Place of performance is Kittery, Maine. The requirement comprises two CLINs: port and starboard luff hoist ropes for a Portal Crane. Both ropes must comply with ASTM A1023/A1023M-21 standards in 6×36 non-rotation resistant classification, fabricated from extra improved plow steel (EIPS/Grade 1960) or extra-extra improved plow steel (EEIPS/Grade 2160), pre-formed with bright, uncoated finish. Each rope has a nominal diameter of 1¾ inches, minimum length of 530 feet from a single continuous spool without splices, and minimum breaking strength of 263,644 pounds with a maximum bend radius ratio of 24:1. Port rope uses right regular lay configuration; starboard rope uses left regular lay. Both feature independent wire rope cores and require two distinct end connections: an open spelter socket (Crosby S-416) per Naval Ships' Technical Manual and a welded Link Becket per Wire Rope User's Manual fifth edition.
Pre-delivery testing includes breaking strength verification per ASTM A931-18 and socket end connection pull-testing at 79,750 pounds. Contractors must submit certification documentation with positive traceability of diameter, length, breaking strength, material composition, socket pull-test results, and Charpy V-notch test reports for each socket. Inspection and final acceptance occur at Portsmouth Naval Shipyard by Code 700 Personnel. Wire rope is inspected for kinked sections, flattening, broken wires, corrosion, heat damage, and wavy formations; end connections are inspected for broken wires, kinking, stretching, twisting, and looseness. The solicitation is firm-fixed-price for commercial items. NAICS code is 332618, Other Fabricated Wire Product Manufacturing.
