About this file
This document is a Performance Work Statement (PWS) for the procurement of replacement luff hoist (starboard) wire rope for a Portal Crane.
The wire rope must comply with ASTM A1023/A1023M-21 standards as a 6×36 classification, non-rotation resistant rope fabricated from extra improved plow steel (EIPS/XIPS/Grade 1960) or extra-extra improved plow steel (EIPS/XXIPS/Grade 2160). The rope shall be pre-formed with a bright, uncoated, non-galvanized surface finish and left regular lay (LRL) configuration with an independent wire rope core. The nominal diameter is ½–⅝ inches (–0%/+1%), with a minimum length of 530 feet, minimum breaking strength of 263,644 pounds, and minimum bend radius ratio (D/d) of 24 or less. The rope must be supplied on a single continuous spool from one reel, with two distinct end connections: an open spelter socket (Crosby S-416, P/N: 1039842) fabricated per Naval Ships' Technical Manual (NSTM) S9086-UU-STM-010 Chapter 613 Rev. 5, and a welded Link Becket per Wire Rope User's Manual fifth edition.
Inspection and acceptance occur at Portsmouth Naval Shipyard by Code 700 Personnel. Pre-delivery inspection requires verification of the spelter socket pour and confirmation of no bends in socket-to-wire connections. Wire rope inspection shall cover the entire length for defects including kinked sections, flattening, broken wires, corrosion, heat damage, and wavy rope. Pre-delivery testing requires breaking strength verification using ASTM A931-18 methodology, demonstrating at least 263,644 pounds, and socket end connection pull-testing at 79,750 pounds. The contractor must submit certification documentation including wire rope diameter, length, breaking strength, compliance with standards, socket pull-test results, and Charpy V-notch test reports for each supplied open spelter socket. Final government acceptance requires contractor approval of all data submittals, successful inspection/testing, correction of deficiencies, and a warranty on any non-corrected items.
