About this file
This document is a Performance Work Statement (PWS) specification for replacement luff hoist (port) wire rope for a Portal Crane.
The contractor must provide wire rope that complies with ASTM A1023/A1023M-21 standards in a 6 × 36 classification, non-rotation resistant construction. The wire rope must be fabricated from extra improved plow steel (EIPS/XIPS/Grade 1960) or extra-extra improved plow steel (EEIPS/XXIPS/Grade 2160), pre-formed, with bright (uncoated), non-galvanized surface finish. The rope must feature right regular lay (RRL), an independent wire rope core (IWRC), wire strand core, or steel core, and be permanently lubed with plastic filling permitted. The nominal diameter is 1=3/4" (±0%/+5%), with a minimum length of 530 feet (−0%/+1%) from the same continuous spool without splices. The wire rope must achieve a minimum breaking strength of 263,644 pounds and maintain a minimum bend radius ratio (D/d) of 24 or less. Each end requires distinct connections: an open spelter socket (Crosby S-416, P/N: 1039842, unpainted) either poured with molten zinc or resin per NSTM S9086-UU-STM-010 Chapter 613 Rev. 5, and a welded Link Becket per the Wire Rope User's Manual fifth edition. The wire rope must be shipped on metal construction spools with an additional empty inspection spool equivalent in size.
Inspection and acceptance occur at Portsmouth Naval Shipyard by Code 700 Personnel. The contractor must submit certification with positive traceability documenting wire rope diameter, length, breaking strength specifications, material composition, and socket end connection pull-test results of 79,750 pounds. Wire rope is inspected for defects including kinked sections, flattened areas, broken wires, corrosion, heat damage, and wavy formations. End connections are inspected for broken wires, kinking, stretching, twisting, and looseness. Pre-delivery testing includes actual breaking strength determination per ASTM A931-18 and socket end connection pull-testing. Acceptance requires government approval of all data items, passing final inspection, and correction of deficiencies prior to delivery, with uncorrected items carried as warranty items.
