Award will be made to the responsible offeror whose proposal represents the best value based on technical-risk and price factors. Critical dates include a mandatory pre-proposal conference and site visit on 7 January 2026 at 10:00 AM, registration deadline for site visits by 2 January 2026, solicitation issuance on 2 January 2026, and proposal due date of 22 January 2026 at 10:00 AM local time.
