About this opportunity

The Department of the Navy Naval Sea Systems Command is soliciting proposals for engineering, planning, management, labor, material, and facilities to support Fitting Out Availability (FOA) and Post Shakedown Availability (PSA) operations for the LPD 30 and LPD 31 vessels. The FOA scope encompasses completion of fitting out activities, correction of design-related deficiencies, and system installations to prepare vessels for Post Delivery Test and Trials (PDTT), while the PSA scope addresses deficiencies and system upgrades identified during PDTT and shakedown periods, including Final Contract Trials. All work will be performed in accordance with the most current fiscal year NAVSEA Standard Items applicable to each vessel's availability period. The solicitation has been amended four times (Amendments A0001 through A0004) to address contractor questions and clarify requirements, with updates reflected in Attachment J-10_BQA_Log and various other sections. The current proposal submission deadline is April 17, 2026 at 1700 EST, as established by Amendment A0002.

This solicitation includes no set-aside designations and falls under NAICS Code 336611 (Ship Building and Repairing) and PSC Code 1905 (Combat Ships and Landing Vessels). The solicitation documentation does not specify an explicit contract award value, budget range, or timeline for service completion within the provided summary, nor does it identify current contractors or incumbents. The notice references comprehensive attachment documents (J-1 through J-11) contained within the full solicitation that would provide detailed specifications, evaluation criteria, and place of performance information. Interested contractors should consult the complete conformed copy of the solicitation (SF33) and all amendments to fully understand the technical requirements, evaluation methodology, and contractual obligations associated with this naval shipboard availability work.
