About this opportunity

The Naval Sea Systems Command seeks a contractor to execute Fitting Out Availability (FOA) and Post Shakedown Availability (PSA) services for two San Antonio-class amphibious transport dock ships: USS Harrisburg (LPD 30) and USS Pittsburgh (LPD 31). The scope encompasses all manpower, support services, materials, non-standard equipment, and technical documentation required to prepare for and complete the FOAs/PSAs, including correction of Government-responsible deficiencies, incorporation of approved engineering changes not completed during new construction, and new work identified between ship delivery and FOA/PSA start. The contractor must maintain a SECRET facility security clearance and provide Post Delivery and Engineering Support (PD&ES), Total Ship Systems Engineering (TSSE), Configuration Management (CM), and Integrated Logistic Support (ILS). The Navy will award the contract to the responsible offeror whose proposal represents the best value to the Government, with both price and other evaluation factors considered. Interested parties must submit questions or comments by January 28, 2026, directed to Contracting Officer Elizabeth Feliciano (Elizabeth.feliciano-hernandez.civ@us.navy.mil) and Contract Specialist Mariana Aguilar (mariana.aguilar.civ@us.navy.mil).

This Pre-Solicitation Notice carries no set-aside designation, meaning all qualified contractors may compete. The Naval Sea Systems Command plans to release the full Request for Proposal (RFP) during the second quarter of fiscal year 2026 under solicitation number N00024-26-R-2420, issued in accordance with Federal Acquisition Regulation part 15 procedures. No incumbent contractor, specific budget range, or award value is identified in this preliminary notice, which is intended solely for planning purposes and does not constitute an actual invitation for bids, request for quotation, or obligation to procure. The pre-solicitation period allows interested contractors to prepare for the formal RFP release and clarify any preliminary questions through the designated Government points of contact. This opportunity represents significant naval shipyard work in the San Antonio-class amphibious transport dock ship modernization and preparation program.
