About this file
This is a Commercial Solutions Opening-Area of Interest (CSO-AoI) solicitation issued by the Army Contracting Command-Anniston Army Depot (ACC-ANAD) seeking innovative solutions to replace seven aging low-level cranes in Building 400. The existing cranes, manufactured in 1954 and beyond their useful service life, require replacement to ensure safe and effective depot operations. Offerors must design, fabricate, deliver, install, integrate, test, and demonstrate seven replacement cranes along with comprehensive operator and maintenance training. The required equipment includes two 20-ton cranes with combined main and auxiliary hoists (remote-controlled), one 20-ton crane with separated hoists (remote-controlled and cab-operated), two 10-ton cranes with combined hoists (remote-controlled), two 10-ton cranes with combined hoists (remote-controlled), and seven 5-ton auxiliary hoists paired with the main cranes. All cranes must feature top-running bridges operating on existing support structures, be designed to Crane Manufacturers Association of America (CMAA) Class D for heavy service, operate on 480-volt, 3-phase, 60-hertz A.C. power, and include infinitely variable speeds with hoists up to 12 feet per minute for 20-ton and 10-ton units and 23 feet per minute for 5-ton auxiliary hoists.
The submission deadline is November 9, 2026, at 10:00 AM CST via email to the two points of contact listed. Questions are due November 2, 2026, at 10:00 AM CDT. A voluntary site visit is scheduled for October 28, 2026, at 9:00 AM with RSVP required by October 21, 2026. Evaluation will be based on three factors of equal importance: Technical and Innovative Merit (performance specifications, compliance with commercial standards, ease of integration, degree of innovation), Delivery and Lifecycle Sustainment (delivery and logistics plan, warranty and post-sale support, supply chain security and resilience, operator and maintenance training), and Price and Funds Availability (fair and reasonable pricing determination and funds availability contingency). Selected companies must be registered in the System for Award Maintenance (SAM.gov). The Government is not obligated to issue an RFP or make an award, and all awards are subject to funds availability and successful negotiations. The solicitation is issued under 10 U.S.C. §3458 as amended by Section 1823 of the National Defense Authorization Act for Fiscal Year 2026.

Defense Authorization Act for Fiscal Year 2026.
1.2 AoI Background
Anniston Army Depot operates seven (7) main low-level cranes in building 400 that have exceeded their useful service life. The age and condition of these cranes’ present sustainment, reliability, and operational-risk concerns. Replacing the existing cranes is necessary to support continued safe and effective depot operations.
The anticipated effort will include furnishing, delivering, and installing seven (7) new main low-level cranes, along with all necessary materials, equipment, and supervision required to complete the work safely.
1.3 Identify AoI Solution
This AOI seeks innovative solutions to replace seven (7) existing main low-level cranes at Anniston Army
Depot (ANAD) in Anniston, Alabama. The existing cranes were manufactured in 1954 and are beyond their useful service life. The Government is open to considering multiple solution paths and encourages vendors to propose innovative approaches within the meaning of DFARS 212.7001 that improve crane reliability, maintainability, operational capability, and operator safety.
The proposed solution shall support safe and effective depot operations through the replacement of the existing low-level crane systems. Vendors should address the design, fabrication, delivery, installation, integration, testing, and functional demonstration of the replacement cranes, as applicable. Proposed solutions should also account for compatibility with existing facility conditions and operational requirements while minimizing disruption to ongoing depot operations.
The Contractor shall be responsible for providing all personnel, materials, equipment, supervision, and other resources necessary to design, manufacture, deliver, install, test, and demonstrate functional operation of the replacement crane systems. The Contractor shall also provide comprehensive operator and maintenance training for Government personnel.

4. Evaluation Factors
The Government will evaluate submissions based on the following three primary factors. Factors 1 and 2 are of equal importance. Factor 3 will be considered to ensure a fair and reasonable price and that sufficient funding is available.
Factor 1: Technical and Innovative Merit
The Government will evaluate the technical feasibility and the innovative nature of the proposed commercial solution. For the purposes of this Low-Level Cranes AoI, the evaluation will specifically assess:
• Performance & Technical Specifications: The extent to which the equipment's physical capabilities
(e.g., load capacity, throughput, power requirements, footprint, operating environment tolerances) meet or exceed the operational needs outlined in the AoI.
• Compliance with Commercial Standards: The equipment must meet relevant commercial safety, environmental, and manufacturing certifications (e.g., ISO, ANSI, UL, CE) to ensure reliability and safety.
• Ease of Integration & Interoperability: How easily the equipment integrates into existing physical infrastructure (power, space, data networks).
• Degree of Innovation: How the equipment incorporates new technology to provide a leap in capability over current legacy equipment.
Factor 2: Delivery & Lifecycle Sustainment (Formerly Responsiveness)
The Government will evaluate the offeror’s capability to deliver, install, and sustainment over its useful life.
• Delivery and Logistics Plan: The feasibility and speed of shipping, rigging, and installation timeline.
This includes the vendor's ability to handle the logistics of moving oversized or heavy equipment to the designated Government facility.
• Warranty and Post-Sale Support: The terms, length, and comprehensiveness of the commercial warranty.
• Supply Chain Security & Resilience: Evaluation of where the equipment and its critical sub-components are manufactured.
• Operator & Maintenance Training: The quality of the training package provided by the vendor to ensure Government personnel are certified to operate and perform basic preventive maintenance on the machine.
Factor 3: Price and Funds Availability
• While this is a merit-based evaluation, the Government must determine that the proposed price is fair and reasonable.
• Fair and Reasonable Determination: The Government will evaluate the proposed price to determine if it aligns with commercial market rates and represents a fair value for the innovative capability provided.
• Funds Availability: Final selection is contingent upon the availability of appropriate funds for the proposed effort.
