About this opportunity

The Army Contracting Command - Rock Island (ACC-RI), on behalf of the Program Executive Office Enterprise Business Systems - Convergence (PEO EBS-C), is conducting market research through a Request for Information (RFI) to solicit industry capabilities for developing, hosting, integrating, and sustaining Low-Code/No-Code (LCNC) applications that will support the Army's finance and logistics communities by augmenting the capabilities of five converged SAP enterprise resource planning (ERP) systems. The RFI is open to all sources, including commercial vendors, traditional and non-traditional defense contractors, and vendors with developing capabilities who can tailor solutions to Army requirements. Key objectives include identifying market capabilities for both transactional and non-transactional LCNC applications, evaluating experience with Army-approved development platforms (Vantage, PowerApps, ServiceNow, Salesforce, Appian, Palantir, and SAP), assessing feasibility of non-approved platforms with approval timelines, and demonstrating domain expertise in Army finance and logistics operations. Responses should address security accreditation requirements via Risk Management Framework (RMF) and Authority to Operate (ATO), alignment with Army CIO Low-Code/No-Code Development Guidance, compliance with the Army Unified Data Reference Architecture, and partnership strategies for rapid acquisition. The response deadline is 12:00 PM Central Time on February 18, 2026, with submissions limited to a single Microsoft Word document of ten pages formatted in Times New Roman 10-point font with one-inch margins.

This RFI is issued solely for market research purposes and does not constitute a solicitation or commitment to award a contract, with no set-aside designations applied. There are no identified incumbent contractors or current contract vehicles being replaced, and no specific award values or budget ranges have been disclosed in this pre-solicitation phase. Vendors are requested to provide illustrative cost and schedule estimates for a hypothetical three- to four-month prototype addressing Unliquidated Obligations tracking, as well as estimates for pilot expansion and annual sustainment to inform the government's future acquisition strategy. The government has not identified a predetermined solution and actively encourages responses from non-traditional contractors and small businesses without fully developed solutions but possessing the capability and willingness to develop applications tailored to Army requirements. Interested parties should direct inquiries to Contract Specialist Jessica B. Rooks (jessica.b.rooks.civ@army.mil, 520-693-0124) or Contracting Officer Nathan B. Bowers (nathan.b.bowers.civ@army.mil, 571-588-9988) at ACC Rock Island, Building 60, 3055 Rodman Avenue, Rock Island, Illinois 61299.
