About this opportunity
The Air Force Life Cycle Management Center (AFLCMC), Robins Air Force Base, Georgia, issued a notice of intent to sole-source a five-year Blanket Purchase Agreement to Raytheon Space and Airborne Systems for engineering support services sustaining the AAQ-13 Navigation Pod Terrain Following Radar system, with a capability statement submission deadline of August 25, 2026. The acquisition is non-competitive; only Raytheon, the original equipment manufacturer, possesses the proprietary technical data, engineering expertise, and specialized test equipment required. Market research spanning March through June 2026, including an RFI on SAM.gov and searches of commercial and military supplier databases under NAICS 334511, confirmed no alternative sources exist. The Government estimated acquiring Raytheon's proprietary technical data package at approximately $735 million based on Advanced Targeting Pod historical costs and determined this economically unjustifiable. Raytheon's 37 years of continuous engineering, logistics, supply, and field support further support the sole-source determination. The contractor will provide engineering analysis, troubleshooting, parts obsolescence resolution, software and hardware deficiency corrections, and technical integration support for F-15E aircraft integration with the LANTIRN Navigation Pod TFR system. Performance occurs at Raytheon's McKinney, Texas facility (2501 West University Drive) under a five-year ordering period from September 26, 2026, through September 25, 2031. Interested parties believing they can satisfy the requirement without proprietary technical data access may submit capability statements by August 25, 2026.
