About this file

This is a Determination and Findings (D&F) document justifying a single-source acquisition for sustaining and engineering services related to the AAQ-13 LANTIRN Navigation Pod. The Department of the Air Force, through contracting activity AFLCMC/ESKB, is seeking authority to award a Blanket Purchase Agreement (BPA) to Raytheon Company under RFO 13.101(b) without full and open competition. The purchase request number is FD2060-26-30789. The services will support the AAQ-13 LANTIRN Pod, which is scheduled to remain in service through 2040, and will include system maintenance evaluations, parts obsolescence resolution, and development of Engineering Change Proposals as detailed in the Performance Work Statement.

The contracting officer determined that only Raytheon possesses the necessary qualifications to perform these services. Raytheon is the original equipment manufacturer and sole design authority of the Terrain Following Radar subsystem, retaining exclusive ownership of proprietary level-three technical data including engineering drawings, design data, and test requirements. The government cannot economically justify acquiring the proprietary technical data package—estimated at approximately $735 million based on Advanced Targeting Pod historical costs—nor does it possess the specialized laboratory equipment or engineering design reports necessary for system-level troubleshooting. Market research conducted from March 4–19, 2026, including an RFI posted on SAM.gov, database searches of the System for Award Management and Dynamic Small Business Database under NAICS code 334511, and web research across specialized registries confirmed no alternative commercial or military suppliers exist. Raytheon's 37 years of continuous engineering, logistics, supply, and field support for this subsystem further supports the single-source determination, as awarding the contract to an unqualified alternate source would result in severe delays, system supportability failures, and operational risk to Air Force capabilities.

CONTROLLED UNCLASSIFIED INFORMATION

Determination and Findings for a Single-Source Acquisition (RFO Part 13)

MEMORANDUM FOR THE RECORD

SUBJECT: Determination and Findings

Single-Source Acquisition for AAQ-13 LANTIRN Navigation Pod

1. Identification of Agency and Contracting Activity:

Agency: Department of the Air Force - US Air Force

Contracting Activity: AFLCMC/ESKB

Purchase Request Number: FD2060-26-30789

2. Nature and Description of the Action Being Approved:

Due to the circumstances described herein, the activity requests authority to acquire the sustaining and engineering services listed in this document using Other Than Full and Open Competition as prescribed by Revolutionary FAR Overhaul (RFO) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

This action will result in the establishment of a Blanket Purchase Agreement (BPA). This BPA will serve as the successor vehicle to continue the highly specialized LANTIRN sustaining and engineering services

3. Citation of Applicable Statutory and/or Regulatory Authority:

The authority for this action is RFO 13.101(b), which permits soliciting from a single source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

4. Findings:

These findings detail the specific circumstances and facts that support the determination.

Raytheon Company is the OEM of the AAQ-13 LANTIRN Navigation Pod Terrain Following Radar (TFR) subsystem. Raytheon retains exclusive ownership of the proprietary level-three technical data package, including engineering drawings, engineering design data, design models, and component/assembly test requirements. This proprietary data is mandatory to perform system maintenance evaluations, resolve parts obsolescence, and develop Engineering Change Proposals (ECPs) as defined in the Performance Work Statement (PWS). Raytheon is the sole design authority and the only entity capable of updating these drawings.

The AAQ-13 LANTIRN Pod is scheduled to remain in service through 2040. It is not economically feasible to purchase the proprietary technical data package required to support a full and open competition. Based on known historical data for Advanced Targeting Pod (ATP) designs, acquiring this technical data package would cost the Government approximately $735 million. Furthermore, the Government does not possess the proprietary engineering design reports, models, or specialized laboratory test equipment needed to troubleshoot system-level deficiencies.

No other source possesses the specialized testing facilities, software integration expertise, or familiarization with the operational, maintenance, and sustainment requirements of the AAQ-13 pod.

Raytheon has provided engineering, logistics, supply, and field support for this subsystem for 37 years.

Awarding this contract to an alternate, unqualified source would result in severe delays, system supportability failures, and unacceptable operational risk to Air Force warfighting capabilities.

Market research was conducted on March 4, 2026 through March 19, 2026

Market research was conducted in accordance with RFO Part 10 utilizing the following efforts: SAM.gov RFI: An RFI was posted from 4 Mar 2026 to 19 Mar 2026. Contractor G&G Aero LLC expressed initial interest on 12 Mar 2026 but failed to submit a capability statement before the deadline. Database Searches:

Searches of the System for Award Management (SAM) and the Dynamic Small Business Database (DSBS) under NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Systems) yielded no capable small businesses, 8(a), or HUBZone sources. Web Research: Key search terms ("LANTIRN repair", "Laser Transmitter Receiver") across specialized registries (Thomas Register, EEM) confirmed that no commercial or alternative military suppliers exist.

5. Determination:

Based on the findings detailed above, I hereby determine that the circumstances of this contract action make only one source reasonably available to satisfy the Government's needs. Therefore, a single-source acquisition under the authority of RFO 13.101(b) is justified and in the best interest of the Government.

6. Expiration Date:

This is a D&F for an individual contract action; therefore, an expiration date is not applicable.
