We believe this eliminates ambiguity as to how the original factors would be evaluated.  The non-price factors have also been revised.  For the most part this is to clarify standards for scoring.  Also, we are adding evaluation of O&M staffing to the non-price factors.  
Offerors who submitted timely offers previously need not submit entire new offers (but may do so at their discretion).  Such offerors may submit any improvements (but be sure it is clear what is changed from the previous offer documents). Added: Aug 17, 2012 7:41 pm 1. The site visits scheduled for the week of August 20, 2012 are scheduled for the same dates and times, except the August 23 visit to the USCH 312 N. Spring Street is cancelled.

2. The USCH, 312 N. Spring Street, is removed from the requirements of this solicitation. This is due to uncertainty as to whether GSA will retain that building.  If GSA retains the building GSA may, at its discretion, negotiate with the contractor after award to add that work back into the ESPC. 

3. The following new documents are being posted:
(a) revised site visit schedule for the week of 8/20/12 (only change is deletion of 312 N. Spring Street).
(b) Questions and answers #1.
(c) Operations and maintenance requirements for the central plant at 300 N. Los Angeles Street.
(d) Minor revisions to the Reagan USCH SOW
(i) corrects the savings calculations for the plate and frame;
(ii) revises the exhaust fan measure to relocate the equipment to the exhaust fan room as opposed to a cubicle.
(e) Minor revisions to the Hawthorne SOW

(ii) revisions on pages 21 and 23.

2. Corrected schematic drawings for the FB 300 N. Los Angeles St. These fix a formatting problem to make them easier to print, but otherwise are unchanged.
3. Schematic drawing showing area served by AC-7 at the Hawthorn FB. This is for information purposes only.
4. Corrected list of measures for the Corman FB, Van Nuys. This does not change the statement of work, but does revise predicted energy savings.

Added: May 29, 2012 8:35 pm Additional information related to June 5 pre-proposal meeting and associated site visits.
1. Pre-proposal meeting is 10 AM Pacific time on Tuesday June 5, 2012, at the Federal Buildinig, 300 N. Los Angeles St., Los Angeles, CA.  Site visit to the 300 N. Los Angeles St and Roybal USCH site will immediately follow.
2. Measures are anticipated to be added for the USCH, 312 N. Spring Street, Los Angeles, CA. Documents are not complete, and may not be posted in time for the June 5 meeting. However we anticipate arranging a site visit the afternoon of June 5 where anticipated work can be shown. Time TBD (will be announced at the 10 AM meeting if not posted earlier). Additional site visits will be available after documents are posted.
3. A site visit is available at the Hawthorne FB, 15000 Aviation Blvd., Hawthorne, CA at 10 AM Pacific time, Wednesday June 6.  Meet at the East Guard Entrance.
4. A site visit is available at the Corman FB, 6230 Van Nuys Blvd, Los Angeles (Van Nuys), CA, at 2 PM on June 6.  Meet at the lobby entrance.

Added: May 21, 2012 11:47 am There have been delays in assembling requirements and posting solicitation documents. We anticipate a large part of these to be posted later this week (by 5/25/2012).  A new pre-proposal meeting and site visit is scheduled for 10 AM Pacific time on June 5, 2012, at the Federal Building, 300 N. Los Angeles Street, Los Angeles, CA, in room 4100.  We will also be scheduling site visits for other locations where measures will be required (dates TBD).  New estimated date for proposals due is August 1, 2012.

The General Services Administration, Pacific Rim Region, requires an Energy Savings Performance Contract (ESPC) under authority of 42 USC 8287, for HVAC work in Los Angeles. This is an unrestricted procurement under NAICS Code 238220.  This is a stand-alone ESPC solicitation, and is NOT part of any ESPC IDIQ (e.g. DOE Super ESPC).  However offerors must be on the Department of Energy qualified list to be eligible for award, as required by statute.  See http://www1.eere.energy.gov/femp/financing/espcs_qualifiedescos.html.  We have been advised that review and listing takes about 90 days, and we anticipate this solicitation process to take 3 to 6 months, so firms not currently listed but interested may pursue listing (but GSA cannot assure that DOE will meet any particular time frame; process and requirements should be discussed with the DOE point of contact).  Offers will be considered from all responsive offerors subject to meeting the prequalification requirement.  The ESPC solicitation will have mandatory measures, which are specified but require full development using a design-build approach. The greatest part of the work is a major chiller retrofit at the Federal Building, 300 N. Los Angeles Street and adjoining Roybal US Courthouse and Federal Building, 255 E. Temple Street, Los Angeles, CA. These buildings share a common central plant. GSA's calculations indicate that this work seems to have sufficient payback to be financed within an ESPC framework. In addition there will be other relatively minor HVAC measures at various locations in the Los Angeles area.  A solicitation will be posted. The solicitation will be accompanied by specifications and preliminary energy savings calculations.  Offerors will be required to validate and guarantee energy savings as part of their proposals. Achieving cost as well as energy savings is of importance.  Award is anticipated to by best value source selection following FAR Part 15 procedures.  A pre-bid conference and initial site visit will be held Wednesday February 22, 2012, 9:00 AM Pacific time, at the FB 300 N. Los Angeles Street, 4th Floor GSA Field Office, suite 4300.  We anticipate additional site visit opportunities will be made available.  Currently offers are due May 21, 2012 at 12 Noon Pacific time, instructions to be included in the solicitation documents when posted.
