QUESTION: Which agency is the actual Owner of the building?

ANSWER: GSA controls the buildings covered under this solicitation on behalf of the U.S.

Government.

QUESTION: I have a question about the bid bond requirement. We weren’t quite sure what the RFP was looking for. Is it for the IGA? Also, typically the standard federal forms are filled out by KO. The copy we have is blank. Are you guys going to fill that in?

ANSWER: The form is blank and is to be completed by Offeror. Principal - list legal name and the business address. Type of organization - check one if your business is individual/partnership/joint venture/corporation. Surety - list the name and business address of your surety. Penal sum of bond - either 20% of bid price or $3MIL, whichever is greater. Bid

Date: list the date of your submission. Invitation No.: List the Solicitation Number GS-09P-12-

KS-C-0023. In case you need to list the certificate holder name, you may use the following information:

Note that the “bid price” for this purpose should be the capital amount proposed for all mandatory measures. This solicitation requires bidding against all mandatory measures, and does not have a separate IGA stage. For purposes of the bid bond the “bid price” does not need to include the O&M price.

QUESTION: We currently only have 6 months of metering for the central plant. We need a full 12 months of continuous operations and metering in order to establish a baseline for your current energy consumption. Once we have 12 months of metering bills we will be able to calculate any potential energy savings in upgrading the central plant.

ANSWER: This is not available. We are posting a zip file that has 2 weeks of chiller plant trend data that was used to validate the last project. We are also providing the resulting M&V report.

QUESTION: In order to do a proper mechanical material take off we need a scaled mechanical drawing of the chiller room. Is there any way an electronic drawing either

PDF or Auto Cad can be provided?

ANSWER: We are posting a zip file that contains record documents (PDF) from the last chiller project.
