Q&A #1

Q: Who is the current service and maintenance provider for the chillers at 300 N. Los Angeles St?

A: ABM is the overall O&M contractor. ACCO last performed chiller annual maintenance as a subcontractor to ABM.

Q: Is there a preferred ESPC purchase vehicle GSA prefers?

A: This is a stand-alone solicitation. It is not under any ESPC IDIQ or any other “purchase vehicle”.

Q: Will GSA allow use of contractor’s existing GSA ESPC contract?

A: As mentioned, this is a stand-alone solicitation, not under any IDIQ or under the FAS schedules program, so it will not be placed pursuant to any established contract.

Q: For Hawthorne, what area does AC-7 serve?

A: A schematic has been posted showing this.

Q: For Hawthorne, who is doing the automation tie-in, what is the BAS, and who is their contact?

A: The awardee of this contract is responsible for performing (in-house or subcontract) any necessary controls work. The BAS is Delta. We do not have Delta POC; Set Point provides support. POC is Laura Jelin 949-330-0673.

Q: For Hawthorne, what is parking and dock access?

A: The loading dock is first-come-first-served basis. Parking is available in the main lot, but if multiple projects happen to be going on in the building there may be limitations.

Q: For Hawthorne, are there any other unusual building requirements?

A: There are 5 separate unions that need notification of work in the building. 2 weeks notice is imperative. Project activities must be reported at least 2.5 weeks in advance.

Q: For Hawthorne, where is the power coming from for the pumps?

A: The adjacent chiller room has the electrical service.

Q: For Hawthorne, why is AC-7 labeled A.11.01.

A: It’s a maintenance guide number.

Q: What type of license do I need to have to bid this project?

A: Installation contractors must have the appropriate California contractor’s license for the type of work. We do not require any particular type of license for the prime contractor, if licensed subcontractors are doing the work.

Q: For 300 N. Los Angeles Street and Roybal, what is the current controls system?

A: Siemens Apogee. Mostly proprietary, some BACnet devices.
