About this opportunity
The National Institute on Drug Abuse (NIDA) and National Institute on Aging (NIA) intend to procure metabolomics analysis services for a longitudinal study of aging in mice, specifically requiring serum metabolomics analysis using mass spectrometry-based platforms. The procurement will be conducted as a non-competitive solicitation under FAR Part 13 Simplified Acquisition Procedures, targeting Emory University's Clinical Biomarkers Lab as the sole source vendor. The services involve metabolite measurement and data analysis of mouse serum samples, with deliverables including relative concentration profiles of small molecule entities and statistical analysis using techniques such as t-tests, ANOVA, and repeated measures analysis. Emory University was selected due to its unique capability to process samples with high specificity and sensitivity using only 15 microliters of serum volume, which is less than other available services require. The pre-solicitation notice was posted on September 8, 2025, with a response due date of September 23, 2025, and the anticipated award date is September 24, 2025.
This procurement does not utilize any set-aside designations and is classified under NAICS code 621511 (Medical Laboratories) with a size standard of $41.5 million. The contract value is not expected to exceed $250,000, positioning it within the simplified acquisition threshold that allows for single-source procurement. The performance timeline is estimated at 12-16 weeks from sample receipt, with the possibility of an extension of up to 8 additional weeks if needed. The National Institute on Aging will retain unlimited rights to all project deliverables produced under this contract. The procurement falls under PSC category B504 for Special Studies/Analysis - Chemical/Biological services, reflecting the specialized nature of the metabolomics research support required.

PRE-SOLICITATION NOTICE OF INTENT
NON-COMPETITIVE
Solicitation: 75N95025Q06458
Title: Longitudinal Study of Aging in Mice: Serum Metabolomics
INTRODUCTION
PURSUANT TO FAR Subpart 5.2—Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION.
THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).
The National Institute on Drug Abuse (NIDA), National Institute on Aging (NIA) intends to intends to solicit by a request for quotation from Emory University – Clinical Biomarkers Lab for award on or around September 24, 2025. The purpose of this purchase order will be to provide the National Institute on Aging (NIA) with metabolomics analysis.
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The intended procurement is classified under NAICS code 621511 – Medical Laboratories with a Size Standard of $41.5M.
REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the current Federal Acquisition Circular (FAC).
STATUTORY AUTHORITY
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures. Contracts awarded using FAR Part 13—Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6—Competition Requirements. FAR Subpart 13.106-1 (b) Soliciting from a single Source provides that: For purchases not exceeding the simplified acquisition threshold,
Contracting officers may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name OR industrial mobilization).
DESCRIPTION OF REQUIREMENT
Purpose and Objectives
The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Institute on Agign (NIA), has a requirement for metabolomics analysis.
This project requires an exhaustive metabolite profile of longitudinally collected serum
samples obtained from mice enrollled in longitudinal aging studies over several years.
Due to the limited volume that is able to be collected in these longitudinal studies only
15uL of serum is available for this analysis. This analysis will include generating a
relative concentration profile of all structurally named small molecule entities, which can
include both endogenous compounds, xenobiotics, and their metabolites, extracted from
the samples and detected by and established mass spec based metabolomics platform
and the statistical analysis of the resulting data, which typically consists of univariate
significance tests (ttests, ANOVA, repeated measures analysis, etc.).
