About this file
This Statement of Work (SOW) details a contract between the National Institute on Aging's Experimental Gerontology Section (EGS) and Emory University's Clinical Biomarkers Lab for a Longitudinal Study of Aging in Mice. The project requires metabolite measurement and data analysis of mouse serum samples using a mass spectrometry-based metabolomics platform. Emory is the sole selected vendor due to its ability to process samples with high specificity and sensitivity using only 15 microliters of serum, delivering results with less volume than other services. The purchase order is not expected to exceed $250,000, with an estimated completion timeframe of 12-16 weeks from sample receipt, potentially extendable by up to 8 weeks. The deliverables include a relative concentration profile of small molecule entities and a statistical analysis of the data using techniques like t-tests, ANOVA, and repeated measures analysis. The National Institute on Aging will retain unlimited rights to all project deliverables.

Statement of Work (SOW)
A. GENERAL INFORMATION
a. Title of Project: Longitudinal Study of Aging in Mice
1. Background Information: The Experimental Gerontology Section (EGS) and requires the measurement of metabolites and data analysis in longitudinally collected serum samples from the Study of Longitudinal Aging in Mice.
2. Purpose or Objective of the Requirement: The EGS are contracting Emory
University - Clinical Biomarkers Lab to perform measurement of metabolites and data analysis in mouse serum samples. This is the only center that can process samples with the required specificity and sensitivity of the assays required for this project using only 15 microliters of serum. Emory delivers high-quality data and results with less than half the volume required by other services.
3. Type of Contract Contemplated: [Describe the contract type appropriate to the circumstances of the acquisition]
➢ Purchase Order, Open Market, not expected to exceed $250,000
5. Period of Performance: it is estimated that the result of the study will be completed 12 – 16 weeks from receipt of samples, provided that there are no discrepancies between the samples received, the electronic manifest, and the quote. Parties may mutually agree to extend the expected turnaround times by up to four (8) weeks.
B. CONTRACTOR REQUIREMENTS (SCOPE OF WORK)
A relative concentration profile of all structurally named small molecule entities, which can include both endogenous compounds, xenobiotics, and their metabolites, extracted from the samples and detected by an established mass spec based metabolomics platform.
2. A statistical analysis of the resulting data, which typically consists of univariate significance tests
(ttests, ANOVA, repeated measures analysis, etc.).
C. GOVERNMENT RESPONSIBILITIES
The Government will provide the biological samples for analysis.
D. DELIVERY OR DELIVERABLES
1. Description of Tasks and Associated Deliverables:
A relative concentration profile of all structurally named small molecule entities, which can include both endogenous compounds, xenobiotics, and their metabolites, extracted from the samples and detected an established mass spec based metabolomics platform.
2. A statistical analysis of the resulting data, which typically consists of univariate significance tests (ttests, ANOVA, repeated measures analysis, etc.).
2. Reporting Requirements: N/A
E. TRAVEL
There is no funding for travel associated with this work.
F. CONTRACTOR EXPERIENCE REQUIREMENTS – KEY PERSONNEL: N/A
G. SECURITY REQUIREMENTS: N/A
H. DATA RIGHTS: The National Institute on Aging shall have unlimited rights to and ownership of all deliverables provided under this contract with Emory, including reports, recommendations, briefings, work plans and all other deliverables. This includes the deliverables provided under the basic contract as outlined in the quote and any optional task deliverables exercised by the contracting officer. In addition, it includes any additional deliverables required by contract change. The definition of “unlimited rights” is contained in Federal Acquisition Regulation (FAR) 27.401, “Definitions.” FAR clause
52.227-14, “Rights in Data-General, ” is hereby incorporated by reference and made a part of this contract/order.
I. SECTION 508 – ELECTRONIC AND INFORMATION TECHNOLOGY STANDARDS
The contractor shall comply with Section 508 of the Rehabilitation Act (29 U.S.C. §
794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998.
J. CONTRACTING OFFICER'S REPRESENTATIVE (COR)
1. The following Contracting Officer's Representative (COR) will represent the
Government for the purpose of this contract:
Name: Julie Mattison

2. The COR is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the statement of work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance.
3. The Contracting Officer is the only person with authority to act as agent of the
Government under this contract. Only the Contracting Officer has authority to: (1) direct or negotiate any changes in the statement of work; (2) modify or extend the period of performance; (3) change the delivery schedule; (4) authorize reimbursement to the Contractor for any costs incurred during the performance of this contract; (5) otherwise change any terms and conditions of this contract; or
