Industry Question #30: Can the government confirm that there is accurate system administrator account documentation (user name and password) at each of the 141 MARFORRES locations that will allow on-site technicians to access the telephone and ancillary systems for maintenance, configuration, and software engineering?
Government Answer #30: No, the Government does not have username/passwords for all of the 141 locations.

Industry Question #31: With the understanding that the contractor must repair or replace all telephone system components from the DEMARC to the desk top, can the government provide a reference architecture or minimum equipment performance standard for major components? For example, in recent MARFORRES solicitations for telephone system replacements, the government specified that the UPS must provide at least 4-hours up-time. That information will allow us to anticipate and properly price replacement components for which we will be responsible.
Government Answer #31: Any replacement parts either have to be equivalent to what is existing within the system or exceed the existing capabilities.

Industry Question #19: As the majority of these system listed in the PWS are no longer manufactured, will the Government please allow use of remanufactured replacement parts as new parts are no longer available?
Government Answer #19: For any system that is no longer in production and repair parts are no longer manufactured, re-manufactured replacement parts are acceptable. Replacement parts must be in good quality condition, meaning not corroded, rusted, chipped, or have any other obvious defects. If new parts are available for a system, then new parts shall be used.

Industry Question #20: How does the Government intend to fund new installations referenced is PWS section 2.3?
Government Answer #20: Locations that require an entirely new system will be competed on a separate contract. This contract does not cover the cost of new telephone systems. PWS Section 2.3 references that the vendor will be responsible for new replacement parts only.

Industry Question #21: Does the government want vendors to quote CLIN 2 (optional 21 sites) based on all sites being added to the contract or should vendors present a per site price to add to the contract (CLIN1 qty) as needed if the site migrates away from the base telecom system to a standalone system.
Government Answer #21: In the event these locations are added to this contract, provide a per site price (up to a quantity of 23) for maintenance.

Government Answer #22: The most outages MFR has had in one month has been roughly 6 separate locations.

Industry Question #23: In reference to PWS Section 2.2, will the contractor be reimbursed based on the actual cost of goods, cost + or based on manufacturer GSA schedule or another source?
Government Answer #23: No reimbursements will be authorized. This is a Firm Fixed Price contract so all costs associated should be included in the your quote. Please see the Solicitation Amendment 1, for the updates to the PWS.

Industry Question #24: What does the MARFORRES expect to be inclusive of the contract FFP and what is the contractor allowed to invoice for?
Government Answer #24: Please see the Performance Work Statement in Solicitation Amendment P0001 for updates. All costs must be included in your quote as this is a Firm Fixed Price contract. The contractor will submit a monthly invoice through WAWF once services have been rendered for the prior month. The vendor will be allowed to submit an invoice for the total monthly amount listed on the contract regardless if any service calls were received.

Industry Question #25: Is the contractor expected to replace, or install new low voltage cables, cable pathway, wire mold, jacks, battery backups UPS (Uninterrupted Power Supply) and wall boxes as part of the FFP of the contract?
Government Answer #25: Yes, see section PWS Section 2.3.

Industry Question #26: Will the task to engineer, install and configure the systems listed be inclusive of the FFP of the contract or will the MARFORRES classify this activity under moves, adds/ changes?
Government Answer #26: Yes, the vendor will need to install and configure the systems that are required for a repair call. An example of an add/move/change would be if Sergeant Smith gets moved from room A to room B and needs someone to come out to make the necessary changes in the switch for that phone move. An example of a repair requiring configuration changes would be: processor/SD card got fried and lost some or all of that site's configurations and now that part needs to be replaced along with the necessary programming to get the system back to where it was.

Government Answer #27: Please see Industry Question and Government Answer #3.

Industry Question #28: If an OEM software support plan is required will the cost of the plan be outside of this contract and be the responsibility of the USMC to maintain or the responsibility of the contractor?
Government Answer #28: Any additional licensing would be the Government's responsibility. The contractor should not take on a recurring cost for OEM licensing.

Industry Question #29: What will be the level of involvement with the Network service provider for the contractor? Will the COR work with the network provider to resolve issues or will the contractor be responsible for coordinating repair services with the network service provider?
Government Answer #29: If an issue is brought to the contractor that is likely outside of the demarcation point, the contractor will be expected to either get the necessary information from them to submit a repair ticket on their behalf or assist them with the information they need to do it themselves. If the contractor is on-site for a repair and needs work or testing done outside of the demarcation point, they will be expected to gather whatever details are required from the local Marines and coordinate with the network service provider.

Industry Question #1: Will the Government provide the software release of each system, the total number of users, the total number of voicemail boxes, port counts, drops, etc. on each system for each location?
Government Answer #1: The Government has provided the most information available at this time in Solicitation M67861-17-T-0054. Please see the Performance Work Statement (PWS) Appendix-1 in the solicitation for the System Types and Brands at each location. No additional information can be provided by the Government at this time.

Industry Question #2: Who is the current incumbent and what was the award amount?
Government Answer #2: There is no incumbent for this requirement. These services are currently being procured through a Government-wide Commercial Purchase Card (GCPC). However, in order to provide industry with some additional information please see the chart below which displays an estimate of yearly repair/maintenance costs for the past three years. These numbers are not exhaustive, but can be used as a basis.

Industry Question #3: OEM Service or software support plan in place?
Government Answer #3: No, none of the United States Marine Corps (USMC) Reserve Locations currently have a support plan.

Industry Question #4: Will the vendor be required to work with the Network Provider or the USMC MCEN (Marine Corps Enterprise Network)? Will we have remote access?
Government Answer #4: The vendor who receives the award will work with the Network Providers as necessary. No remote access will be granted because the phone systems are not accredited/approved to be on the MCEN data network.

Industry Question #5: Do any of the USMC Reserve locations have video endpoints that will need repair or maintenance?
Government Answer #5: No, Video TeleConference (VTC) technologies are on the MCEN, so neither maintenance nor repairs will be required on video endpoints.

Industry Question #6: What is the difference between the USMC Reserve Locations & Equipment list and the Marine Forces Reserve (MARFORRES) Base Telephones Locations list?
Government Answer #6: The USMC Reserve Locations & Equipment list contains locations that will be covered under the contract award for this requirement. The MARFORRES Base Telephones Locations list is for Marine Corps locations that currently have their telephone systems managed by the base they reside on. Maintenance is not required on those locations. However, if the situation of one of those sites changes and they are no longer covered under base telephones, the replacement telephone system will be procured separately and that location will be added to the USMC Reserve Locations & Equipment List. At that time, the Option CLIN for that fiscal year will be exercised and maintenance and repairs will be required, as necessary. Vendors shall provide a cost for option CLINs 0002, 1002, 2002, 3002 and 4002 in order to be evaluated prior to award.

Industry Question #7: What type of contract will this be? Will the Government consider a T&M contract?
Government Answer #7: This requirement will be awarded as a Firm Fixed Price (FFP) contract. Other types of contracts will not be considered.

Government Answer #8: Yes, most systems should be on a battery backup.

Government Answer #9: No, however the vendor may be required to establish an escort on a case by case basis.

Industry Question #10: What falls under "in scope help desk maintenance" and what would fall outside of this scope?
Government Answer #10: In scope help desk maintenance is described as providing a dedicated line or person(s) who are familiar with the requirements of this contract that can help field calls. Outside of scope help desk maintenance would be trying to diagnose the outage or problem over the phone. An on-site visit may be required upon receiving a service call.
