About this opportunity

Naval Supply Systems Command is preparing to issue a Sources Sought Notice exclusively for SeaPort-NxG MAC holders regarding logistics analyst and administrative assistant services supporting Amphibious Construction Battalion ONE (ACB-1), with responses due by September 7, 2026, and an anticipated RFP release in November 2026 and award on January 2, 2027. This is a Total Small Business set-aside.

Work is performed at 2524 Eniwetok Road, San Diego, California, during standard business hours Monday through Friday, excluding federal holidays.

The contract requires two full-time equivalent key personnel: a Logistics Analyst with minimum five years of Navy expeditionary logistics experience and expertise in Table of Allowance (TOA) management, Advanced Base Functional Component (ABFC) systems, and Defense Property Accountability System (DPAS); and an Administrative Assistant/Travel Clerk with minimum three years of Defense Travel System (DTS) support experience and knowledge of Joint Travel Regulations (JTR) and Government Travel Charge Card (GTC) administration.

The Logistics Analyst will manage TOA validations across four subordinate units, oversee approximately 300 ISO containers, coordinate quarterly readiness reporting, and process monthly Allowance Change Requests. The Administrative Assistant will provide DTS customer support, plan travel itineraries, audit travel vouchers, manage GTC enrollments, and conduct quarterly training for approximately 550 Active Component and 550 Reserve Component Sailors.

The Government anticipates a Secret Facility Clearance at proposal and award; personnel require minimum Secret clearance, with certain key roles potentially requiring eligibility up to Top Secret/Sensitive Compartmented Information depending on final scope. A 30-day transition-in period is anticipated. The incumbent contractor is Leading Solutions, LLC under contract N00244-26-P-S040.

The anticipated award is a Firm Fixed Price task order valued at approximately $1.5 million across five years: one 12-month base period beginning February 1, 2027, plus four 12-month option periods through January 31, 2032.
