About this opportunity
The U.S. Embassy in Paris is procuring logistical support services through an Indefinite Delivery Indefinite Quantity (IDIQ) contract that will be awarded to potentially multiple companies. The Department of State is seeking a contractor to provide comprehensive moving and logistical support services for approximately 250 residences and four office buildings located in Paris and surrounding areas including Neuilly and Boulogne. Key requirements include maintaining ISO 14001 certification, securing all required French licenses and permits, providing Defense Base Act insurance coverage, demonstrating three years of relevant past performance with five client references, and establishing an operations base within 40 kilometers of the Chancery building. The solicitation emphasizes that services are limited to moving and placing items with Embassy inventory codes stored in the Embassy warehouse, explicitly excluding warehouse storage of contractor items, moving of artworks requiring special handling, and installation or disconnection of electrical or electronic equipment. All contractors must be registered in the System for Award Management (SAM) database prior to submission. The quotation submission deadline is May 18, 2026, at 17:00 CET, with a pre-proposal conference scheduled for April 21, 2026, at 11:00 CET, and submissions must be directed to ParisContracting@state.gov.
This procurement carries no set-aside designations and will operate on a firm-fixed-price basis with pricing submitted in either Euros or U.S. dollars plus a separate 20% VAT. The contract will have a one-year base period beginning September 1, 2026, and extending through August 31, 2027, with four optional one-year renewal periods potentially extending the contract through August 31, 2031. The minimum contract value is EUR 300.00 per performance period, while the maximum annual value is EUR 330,000.00. Services will require the contractor to maintain box vans (14-20 cubic meters) and heavy-weight trucks (30-50 cubic meters) with qualified drivers and technicians capable of handling loads up to 105 kilograms, along with furniture assembly, event setup, and equipment installation capabilities. Submissions must be completed in MS-Word, MS-Excel, or PDF format with a maximum file size of 30MB and must include completed SF-1449 forms, detailed pricing, representations and certifications, and proof of SAM registration with a valid Unique Entity Identifier (UEI).
