About this opportunity

The Naval Undersea Warfare Center Division Newport, procuring on behalf of Naval Sea Systems Command, seeks Lockmaster 10K panic exit device parts on a brand-name-only, sole-source basis, with quotations due July 2 at 14:00 Eastern Time. This is a small business set-aside procurement.

The solicitation justifies the brand-name restriction under Federal Specification FF-L-2890C, which approves only two pedestrian door deadbolt devices meeting both Department of the Navy Lock Program security criteria and local Fire Marshal life safety egress requirements. Procuring alternative brands would result in maintenance difficulties, replacement delays, and duplicative costs. Place of performance is Newport, Rhode Island. The procurement seeks two part numbers: LKM10KPES2 (quantity 2) and LKM10KPES9 (quantity 20), with delivery required within 30 days after receipt of order to Naval Station Newport on an F.O.B. Destination basis. NAICS code is 561621, Security Systems Services (except Locksmiths); PSC code is K063.

Only OEM-authorized resellers qualified as responsible sources may submit quotations. All resellers must provide proof of authorized reseller status prior to award. Quoted prices must be valid for at least 60 days, and all items must be sourced directly from the OEM or OEM-authorized channels as new products. Contractors must be registered in SAM prior to award and provide a point of contact, CAGE Code, and unique item identifiers for items exceeding $5,000 unit acquisition cost. The solicitation incorporates applicable FAR and DFARS provisions and clauses. Electronic quotations should be submitted to Nico Montanari at Nico.s.montanari.civ@us.navy.mil. Payment will be made via electronic funds transfer through Wide Area Workflow (WAWF).

Notice text

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price type purchase order on a brand name only basis for Lockmaster parts as described below. Under Federal Specification FF-L-2890C, only two pedestrian door deadbolt devices are approved to meet both DoW Lock Program security criteria and local Fire Marshal life safety egress requirements. Procuring any other brand would result in highly restricted or nonexistent technical maintenance, severe replacement hardware delays, and duplicative replacement costs when those systems fail.

Qualified suppliers including authorized distributors only will be considered and must meet the Government’s minimum requirements detailed below. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

This procurement is a small business set aside, as concurred with by the NUWCDIVNPT Office of Small Business Program (OSBP).

All resellers shall provide proof of original equipment manufacturer (OEM) authorized reseller status.

See attached RFQ for further details.
