About this file
This is a Request for Quote (RFQ) and combined synopsis/solicitation for commercial items issued by the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT). The Government intends to award a Firm Fixed Price purchase order on a brand name only basis for Lockmaster panic exit device strikes. Specifically, the RFQ seeks two part numbers: LKM10KPES2 (quantity 2) and LKM10KPES9 (quantity 20), both requiring delivery within 30 days after receipt of order (ARO) to Naval Station Newport, Rhode Island on an F.O.B. Destination basis. The procurement is justified on a sole-source basis under Federal Specification FF-L-2890C, which approves only two pedestrian door deadbolt devices meeting both Department of the Navy Lock Program security criteria and local Fire Marshal life safety egress requirements; procuring alternative brands would result in maintenance difficulties, replacement delays, and duplicative costs.
This is a small business set-aside procurement (NAICS Code 561621; $25 million size standard) with the Product Service Code K063. Only OEM-authorized resellers qualified as responsible sources may submit quotations, and all resellers must provide proof of authorized reseller status, which the Government will verify prior to award. Quoted prices should be valid for at least 60 days, and all items must be sourced directly from the OEM or OEM-authorized channels as new products. Contractors must be registered in the System for Award Management (SAM) prior to award and provide a point of contact, CAGE Code, and unique item identifiers for items exceeding $5,000 unit acquisition cost. Electronic quotes must be submitted to Nico Montanari (Nico.s.montanari.civ@us.navy.mil) by Thursday, July 2, 2026, at 14:00 Eastern Standard Time. Payment will be made via electronic funds transfer through Wide Area Workflow (WAWF), and the solicitation incorporates applicable FAR and DFARS provisions and clauses.
