About this opportunity

The Oregon Army National Guard, specifically the 173d Fighter Wing, is seeking sources to replace its Local Telecommunication Services (LTS) and Long-Distance (LD) infrastructure by transitioning from low-speed time-division multiplexed (LSTDM) circuits to emulated session initiation protocol (SIP) circuits. This sources sought notice is a market research effort to determine industry capacity and competitive potential under NAICS code 517111 for Wired Telecommunications Carriers, with a size standard of 1,500 employees. The government is interested in responses from all businesses, with particular emphasis on small business categories including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned Small Business concerns. Interested contractors must submit a completed Telephone Service Sources Sought Info Request Form electronically by 1:00 PM PDT on February 27, 2025, to the specified contracting specialists. Responses should include company information, small business status, up to two similar project examples, and additional relevant experience demonstrating capability to provide 24/7/365 telecommunications support.

The pre-solicitation notice indicates no specific set-aside has been definitively determined, though small business set-aside opportunities are being considered. No incumbent contractor details were provided in the documentation. While no specific award value or budget range was disclosed, the project involves comprehensive telecommunications infrastructure replacement, including installation of transport circuits, equipment, and porting of Direct-Inward-Dialing (DID) Directory Numbers. Contractors must ensure complete migration of existing connectivity requirements and features to the new emulated SIP path without losing any current capabilities. To be eligible for potential contract award, all interested parties must be registered in the System for Award Management (SAM) and maintain current registration throughout the contract period. The government reserves the right to use submitted information for determining acquisition strategy and may publish a full solicitation on SAM.gov based on the responses received.
