About this opportunity
The Department of the Air Force Global Strike Command, specifically the 7th Contracting Squadron at Dyess Air Force Base, is seeking Local Telecommunication Services (LTS) to support base operations. The procurement will focus on comprehensive telecommunications infrastructure, including SIP trunk connectivity, ISDN PRI trunks, and support for the base's Avaya Aura 10.2 telephone switching system. Key contract requirements include providing service 24/7/365, managing multiple service outage levels with specific response times, and maintaining E911 compatibility through the Wichita-Wilbarger 911 District. Potential vendors are required to submit a capability statement and indicate their business size and socio-economic status (such as Small Business, 8(a), HUBZone, EDWOSB, WOSB, or SDVOSB). The Request for Information (RFI) was posted on February 28, 2025, with responses due by March 5, 2025, and interested parties are advised to monitor the System for Award Management for future solicitation details.
The procurement does not have a specific set-aside designation, indicating it is open to a broad range of contractors. The contract will cover approximately 35 commercial subscriber lines across multiple Texas locations including Dyess AFB, Lake Thomas, Snyder, Hermleigh, and Post. Contractors must provide a Voice Gateway Router and demonstrate capability to support 300 concurrent calls, along with over 7,600 Direct Inward Dialing (DID) numbers. The contract requires Government Emergency Telecommunications Service (GETS) capability and mandates non-aerial cable installations. Contractors not currently serving as the incumbent provider must submit interconnection agreements and detailed cutover plans within 14 days of award. While specific budget ranges were not disclosed in the pre-solicitation notice, the comprehensive technical requirements suggest a substantial telecommunications infrastructure investment for supporting ongoing Air Force base communications needs.
