The 28th Contracting Squadron is procuring on behalf of the 28th Communications Squadron. The notice is market research only, and no contract will be awarded from this posting. The attached sources sought synopsis states a 15-business-day response window, which conflicts with the November 12 due date. Interested firms should submit capability statements of no more than five pages in PDF format to the primary point of contact.
Work is performed at Ellsworth Air Force Base, South Dakota, in Building 4307, with remote ESIP configuration and a 30-day cutover window from 2300 to 0400. Required deliverables include carrier-grade Session Border Controllers supporting 115 concurrent call paths, upgrades to the existing SecureLogix VPS ESIP appliance supporting 200 SIP sessions, and conversion of Air Force ETM TDM licenses to SIP licenses. All hardware must be DoDIN APL-certified, and all work must interface with Avaya Aura Communication Manager CM 10.2. The cutover must achieve 100% compliant GETS (710 NPA) and E911 routing. Parallel sustainment of 17 legacy circuits runs for approximately nine months, and legacy decommissioning follows within 15 calendar days of acceptance.
Contractor personnel must hold OEM certifications for Avaya Aura, SecureLogix, and the SBC platform, obtain DBIDS passes, and complete a Tier 1 background investigation. The PWS describes a 12-month period of performance. Legacy sustainment is priced at $7,000 direct and $8,624 burdened per month. No incumbent is named.
