About this file

This is a Sources Sought Synopsis / Request for Information (RFI) issued by the 28th Contracting Squadron at Ellsworth Air Force Base, South Dakota, for market research purposes under FAR Part 10. No contract will be awarded directly from this posting.

The 28 CONS seeks to identify commercial vendors, Competitive Local Exchange Carriers (CLECs), and systems integrators capable of performing turn-key Session Initiation Protocol (SIP) boundary hardware modernization, remote Voice Protection System (ESIP) software implementation, parallel legacy voice trunk sustainment, zero-downtime cutover, and transition support at Ellsworth AFB, Building 4307. Core deliverables include: (1) Hardware Modernization—delivery, installation, and configuration of redundant carrier-grade Session Border Controllers supporting 115 Concurrent Call Paths, dual leased edge gateway routers, managed PoE+ voice switches, analog media gateways, smart UPS battery backups, structured cabling, and a 42U equipment cabinet, all components certified on the DoD Information Network Approved Products List; (2) Remote ESIP Software Upgrade—software engineering services to upgrade and configure the existing SecureLogix VPS ESIP software appliance on government-owned Dell servers supporting 200 SIP sessions, conversion of perpetual Air Force ETM TDM licenses to ETM SIP licenses, connection to centralized management servers at INOSC-East, DoD PKI certificate and DNS configuration assistance, and remote System Acceptance Testing; (3) Knowledge Transfer—four hours of administrative training for 28 CS technicians on routine ESIP appliance operation and status monitoring; (4) Parallel Legacy Sustainment—maintenance of uninterrupted operation across seventeen legacy circuits for approximately nine months; (5) Cutover and Decommissioning—seamless cutover within a 30-day maintenance window (2300-0400 hours) with 100% compliant GETS (710 NPA) and E911 emergency call routing, plus physical removal of retired legacy provider equipment within 15 calendar days post-acceptance; and (6) Transition to Follow-On Contract—delivery of Phase-Out Plan, routing diagrams, IP schemas, and porting data. All work must interface with the Government's Avaya Aura Communication Manager Version CM 10.2 and comply with supply chain security standards per RFO Subpart 40.2 and FAR Clause 52.240-91. Interested businesses must submit a maximum 5-page Capability Statement electronically in PDF format to the Primary Contracting Point of Contact no later than 15 business days following posting, addressing company profile (company name, CAGE code, UEI, NAICS 517111 business size status, POC details), technical capabilities (Avaya Aura CM 10.2 experience, remote SecureLogix VPS ESIP integration, DoDIN APL SBC deployments, zero-downtime voice cutovers), demarcation access capability (existing physical facilities, wholesale Interconnection Agreements, or commercial lease rights to Building 4307), and personnel availability and follow-on transition coordination ability. The contract is classified under NAICS 517111 and PSC 7G22 with Notice Identifier FA4690-26-R-SIP1, located at Ellsworth AFB, SD 57706, with no set-aside specified.

1.0 GENERAL INFORMATION

This is a Sources Sought Synopsis / Request for Information (RFI) issued solely for market research purposes in accordance with FAR Part 10. This is NOT a solicitation, Request for Quote (RFQ), or Request for Proposal (RFP). No contract will be awarded directly from this posting. The 28th Contracting Squadron (28 CONS) at Ellsworth Air Force Base (AFB), South Dakota, is conducting market research to identify commercial vendors, Competitive Local Exchange Carriers (CLECs), and systems integrators capable of performing turn-key Session Initiation Protocol (SIP) boundary hardware modernization, remote Voice Protection System (VPS) Enterprise SIP (ESIP) software implementation, parallel legacy voice trunk sustainment, zero-downtime cutover, and transition support.

2.0 SUMMARY OF SCOPE AND REQUIREMENTS

The Contractor shall deliver, install, configure, test, and transition local SIP voice trunk boundary hardware, security software, and legacy services at the circuit demarcation point in Building 4307, Ellsworth AFB, interfacing directly with the Government telephone switching system (Avaya Aura Communication Manager, Version CM 10.2). All components must be certified on the DoD Information Network Approved Products List (DoDIN APL) and comply with supply chain security standards (RFO Subpart 40.2 and FAR Clause 52.240- 91).

Core requirements include:

- Hardware Modernization: Deliver, mount, cable, and ground redundant carrier-grade Session Border Controllers (SBCs) supporting 115 Concurrent Call Paths (CCPs), dual leased edge gateway routers, managed PoE+ voice switches, analog media gateways, smart UPS battery backups, structured cabling, and an enclosed 42U equipment cabinet in Building 4307.

- Remote ESIP Software Upgrade: Provide remote software engineering services to upgrade and configure the base existing SecureLogix VPS ESIP software appliance (residing on government-owned Dell compute servers already installed in Building 4307) supporting 200 SIP sessions. Convert perpetual Air Force ETM TDM licenses into ETM SIP licenses, connect the appliance to centralized management servers at INOSC-East, assist with loading DoD PKI certificates and DNS configurations, and perform remote System Acceptance Testing. No compute server hardware warranty is required under this contract as server hardware is already installed.

- Knowledge Transfer: Provide four (4) hours of administrative knowledge transfer for 28 CS technicians covering routine ESIP appliance operation and status monitoring.

- Parallel Legacy Sustainment: Maintain uninterrupted operation across seventeen (17) legacy circuits for approximately nine (9) months during the parallel build-out.

- Cutover and Decommissioning: Execute seamless cutover within a 30-day window during maintenance hours (2300-0400). Demonstrate 100% compliant GETS (710 NPA) and E911 emergency call routing. Disconnect and physically remove all retired legacy provider equipment within 15 calendar days post-acceptance.

- Transition to Follow-On Contract: The contractor shall ensure a seamless phase-out and operational transition of all telecommunications services, circuits, and boundary systems to the Government or a follow-on contractor at contract completion, including delivering a Phase-Out Plan and providing routing diagrams, IP schemas, and porting data.
