About this file

This Performance Work Statement (PWS) outlines the requirements for Local Session Initiation Protocol (SIP) voice trunk infrastructure modernization at Ellsworth AFB, SD, supporting the 28th Communications Squadron. The contractor must modernize the base from legacy copper Time Division Multiplexing (TDM) voice services to a secure SIP trunking architecture compliant with DoD CIO mandates eliminating non-IP technologies. The contract encompasses a 12-month period of performance including a 9-month parallel build-out phase and subsequent legacy decommissioning.

Phase I requires the contractor to furnish, install, configure, and test all Customer Premises Equipment (CPE), Edge Boundary Controllers (EBC)/Session Border Controllers (SBC), Enterprise Edge Gateway Routers, network switches, media gateways, uninterruptible power supplies, and cabling. All hardware must be DoDIN APL-certified and compatible with the Government's Avaya Aura Communication Manager, Software Version CM 10.2. The contractor must upgrade and integrate the base's existing SecureLogix VPS ESIP security appliance (Dell servers 6HDL673 and 6HDM673) configured to support 200 SIP sessions, including license migration from TDM to SIP and integration with centralized management at INOSC-E. The contractor must complete hardware installation within 9 months, deliver a Final Installation and Cutover Plan within 30 days of award, and execute zero-downtime operational cutover within a 30-calendar-day maintenance window (2300-0400 local time) with 100% successful GETS priority signaling and E911 emergency routing verification. Installation and cabling workmanship warranty must span one year, with one-year OEM commercial warranty on all newly furnished hardware and one-year extended warranty on SecureLogix ESIP hardware. The contractor must provide 4 hours of operational knowledge transfer training and decommission all legacy equipment within 15 days of cutover acceptance.

Phase II requires the contractor to maintain uninterrupted operation of 17 existing legacy circuits (identified in Appendix 1, Table 2) for approximately 9 months during parallel build-out, providing continuous local, long-distance, and emergency dial-tone across all legacy Primary Rate Interfaces (PRIs) and commercial subscriber lines without SLA degradation. Response standards for unscheduled outages are: High Priority (>75% call failure) within 1 hour with updates every 4 hours; Medium Priority (25-75% degradation) within 24 hours; and Low Priority (1-25% degradation) within 5 working days. Monthly legacy sustainment costs are $7,000 direct/$8,624 burdened. Government-provided space includes Building 4307 floor space, one 19-inch standard equipment rack, 35' W x 7' H wall space for punch-down blocks, conditioned AC power, and HVAC maintaining 65-72°F ambient temperature. Contractor personnel must possess OEM certifications (Avaya Aura, SecureLogix, SBC platform), obtain Defense Biometric Identification System (DBIDS) passes, maintain REAL ID-compliant identification, complete Tier 1 background investigation for network access, sign DoD Acceptable Use Policy (DD Form 2875), and complete annual DoD Cyber Awareness Challenge training. The contractor must maintain Interconnection Agreements (IAs) if operating as a CLEC or using leased facilities, enter Associate Contractor Agreements (ACA) with other telecommunications contractors within 15 days of award, comply with OSHA regulations and safety requirements, handle Controlled Unclassified Information (CUI) per DoDI 5200.48, and complete OPSEC Awareness Training per DAFI 10-701. Government acceptance occurs only upon successful testing, 30-day cutover burn-in completion, and formal written acceptance, at which point all legacy service billing ceases and Non-Recurring Charges (NRC) are accepted. Performance will be measured against a Services Summary Table (SST) with seven performance evaluation elements including timely plan delivery, parallel build-out completion, ESIP appliance functionality, training delivery, 99.9% legacy service availability, emergency dialing verification, and zero-downtime cutover execution.
