About this opportunity
Pacific Air Forces (673d Computer Systems Squadron) seeks local and long-distance telecommunications services for Joint Base Elmendorf-Richardson, Alaska, with proposals due September 21, 2026. This is full and open competition with no set-aside; SBA-certified 8(a) small businesses are eligible but the Government will not convert to an 8(a) set-aside.
Place of performance is Elmendorf AFB, AK 99506, with two redundant Points of Presence at Building 10488 and Building 652. The contractor must provide 24/7/365 continuous service (averaging 90,000 local calls and 1,870 long-distance calls monthly across 40,100 Direct Inward Dialing directory numbers) with 99.999% annual reliability, measured separately at each location. Services include local, domestic long-distance, international long-distance, and toll-free telecommunications; the contractor supplies all transmission facilities and equipment up to demarcation points. The solution must support minimum 192 concurrent calls per location using PCMU-8000/G.711 codec at 80 kbps, employ SIP trunking with load balancing and Quality of Service prioritization, and achieve cutover within 90 days of award. All contractor personnel must be Alaska residents per DFARS 252.222-7000. High-priority outages require on-site response within one hour; medium-priority within four hours; low-priority within three business days.
The contract runs five years from November 30, 2026, through November 29, 2031, with pricing on a firm-fixed-price basis for each contract year plus a six-month extension option. Incumbents are GCI (local) and AT&T via DISA (long-distance). The Government owns two redundant Session Border Controllers; all other equipment is contractor-owned. The prime contractor need not be an ILEC or CLEC and may use qualified carrier subcontractors but remains fully responsible for end-to-end performance. Evaluation uses Lowest-Price Technically Acceptable procedures. Quote responses must include Technical Acceptability (Incident Response Plan and Installation/Cutover Plan), Pricing (Attachment 3), and Interconnection Agreements. Questions were due August 31; answers are posted. NAICS is 517111 (Wired Telecommunications Carriers); PSC is DG11.
