About this opportunity

The Department of State's Office of Acquisition Management is conducting market research to identify qualified small businesses capable of providing comprehensive local guard services at the U.S. Embassy in Manama, Bahrain. The procurement seeks a contractor to deliver 24/7 security services including entry control, personnel and vehicle screening, foot and mobile patrols, CCTV monitoring, alarm response, and operation of the Guard Electronic Monitoring System (GEMS) to protect U.S. government personnel, facilities, and equipment from threats including violent attacks, theft, and unauthorized access. Contractors must demonstrate previous guard security contract experience, possess or ability to obtain required Bahraini licenses and permits, understand local labor and tax laws, and provide trained personnel including a Project Manager and Guard Force Commander. The evaluation will focus on contractors' demonstrated capabilities through examples of previous security contracts and their ability to meet specific operational requirements outlined in the Performance Work Statement. Interested small businesses must submit capability statements and completed contractor information sheets to Mohammed Haque at HaqueMN@state.gov by 4:00 PM EST on October 17, 2025, following an extension from the original October 1 deadline.

This opportunity is designated for small businesses under NAICS code 561612 (Security Guards and Patrol Services) with no other set-aside classifications applied. The solicitation does not identify any incumbent contractors or provide specific award values or budget ranges, as this is strictly a market research phase preceding the formal procurement process. Key operational requirements include maintaining a dedicated radio network, providing SUV vehicles for mobile patrols, and ensuring continuous coverage with uniformed security personnel across multiple functional areas. The contract will include a 90-calendar-day transition period before full performance begins upon receipt of the Notice-to-Proceed. Monthly reporting requirements and detailed logging procedures will be mandatory throughout the contract performance period. The Department emphasizes this is not a request for technical or cost proposals but rather a capability assessment to determine the pool of qualified potential offerors for the upcoming formal solicitation.
