About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 15, is conducting a Sources Sought Notice to identify qualified potential contractors for providing and delivering milk and dairy products to the VA Medical Center in Wichita, Kansas. The procurement encompasses a comprehensive range of dairy products including whole milk, lowfat milk, skim milk, cottage cheese, sour cream, buttermilk, yogurt, ice cream, sherbet, and flavored milk products, with deliveries required between 5:00 AM and 10:00 AM CST, Monday through Friday, including federal holidays. The government is seeking contractors under NAICS code 311511 Fluid Milk Manufacturing, with responses evaluated based on socio-economic size classification and capability to meet strict product quality requirements including pasteurization standards, vitamin fortification, packaging guidelines, and freshness criteria such as minimum 10-day shelf life for milk products after delivery. Interested vendors must complete the attached Sources Sought Response Form and submit it on company letterhead to Contract Specialist Robert Bleichner at robert.bleichner@va.gov by July 21, 2025, at 10:00 AM Central Standard Time. This is not a solicitation and does not guarantee any contract award, but responses will inform the government's acquisition decisions for a potential future solicitation.
This procurement does not utilize any set-aside designations and is open to all qualified contractors regardless of socio-economic classification, though the government is specifically seeking information about small businesses, service-disabled veteran-owned businesses, women-owned small businesses, HUBZone businesses, and 8(a) certified businesses. The dairy products are currently provided under the existing Subsistence Prime Vendor (SPV) contract, which allows for procurement from local vendors, indicating there is an incumbent contractor in place. The draft Statement of Work outlines estimated annual quantities ranging from 40 to 338,270 units across 34 different line items, suggesting a substantial procurement volume. The contract structure includes a base year from June 20, 2023 through June 19, 2024, with four potential one-year option periods extending through June 19, 2028, indicating a possible five-year contract duration. While specific award values are not disclosed in the Sources Sought Notice, the comprehensive product list and multi-year structure suggest this represents a significant procurement opportunity for the selected vendor.
