About this opportunity
The Air Force 19th Contracting Squadron seeks embalming, restoration, preparation, care, and disposition of remains of authorized military personnel at Little Rock Air Force Base, with proposals due October 19 at 10:00 AM CST (extended from October 16 by Amendment 02). This is a total small business set-aside Blanket Purchase Agreement with an estimated value of $250,000 over five years and a maximum individual call limit of $25,000.
The funeral home facility must be located within 50 miles driving radius of Little Rock AFB, Arkansas. Services include provision of licensed facilities, equipment, licensed funeral service practitioners, motor vehicles, professional services, supplies, death certificates, caskets, urns, outer shipping containers, and transportation. Contractors must comply with all federal, state, territorial, and local licensing requirements, with remains to be received and services initiated within 24 hours of notification. The NAICS code is 812210 (Funeral Homes and Funeral Services); PSC is G001.
The Performance Work Statement establishes detailed specifications for embalming procedures with specific formaldehyde concentrations (minimum 5 percent for viewable remains, 10 percent for non-viewable), facility standards including separate secure preparation rooms meeting OSHA requirements, and quality assurance programs with 100 percent inspection at three service stages. Performance deductions range from 2 to 100 percent of unit contract price for unsatisfactory work. Service contract labor (SCA) wage determination applies with prevailing wage rates for Arkansas counties ranging from $12.73 to $49.82 hourly, plus fringe benefits.
Offers must include three parts: Part I (Price) on the provided 19-line-item price list; Part II (Technical); and Part III (Past Performance, limited to eight pages plus CPARS evaluations, with maximum four references at two pages each). Questions are due October 13 at 9:00 AM CST to alexander.kennison@us.af.mil and abigail.turek@us.af.mil. The Government evaluates using best value with performance price tradeoff methodology, ranking offers by price first, then conducting sequential technical evaluation until at least three offers achieve "Acceptable" status, then evaluating past performance of the three lowest-priced technically acceptable offerors based on recency (work within three years), relevancy (professional services/embalming, caskets/urns/shipping containers, and transportation/removal/delivery), and quality of performance. The period of performance runs October 28, 2026 through October 27, 2031. All contractors require active SAM registration and valid state/professional licenses at submission. Contracting officers are Alexander Kennison and Abigail Turek.
