About this opportunity

The U.S. Army Corps of Engineers Walla Walla District has issued a Special Notice for the procurement of Little Goose Spare Transformers for Lower Snake River Plants. The opportunity involves the design, manufacture, testing, delivery, site reassembly, and field testing of two types of Class II GSU Power Transformers: T1 Spare Transformers and T2 Spare Transformers. The project will include two single-phase generator step-up transformers for each type, with rated capacities specified for 500kV high-voltage and 13.2 kV low-voltage configurations. The contract will be a Supply, Firm Fixed-Price with Economic Price Adjustment, with a performance period of 1,460 calendar days. An Industry Day was held on December 18, 2024, via Microsoft Teams to provide potential contractors with detailed information about the project.

The primary objective of this procurement is to acquire critical transformer infrastructure for the Little Goose Lock and Dam facility. Contractors should note the target solicitation release date is March 2025, with award planned for July 2025, and transformers to be delivered to the Little Goose Lock and Dam Storage Yard. The government will use a Best Value Trade Off methodology for award selection, with options to procure one additional T1 and T2 Transformer. Potential bidders are advised that performance and payment bonds may be required, and the contract allows for flexible delivery methods, including individual or combined transformer shipments via barge. One-on-one sessions with the project team were offered to discuss capabilities, lead times, shipping processes, teaming arrangements, risk factors, and cost considerations. The government indicated they will research Buy American Act and Trade Agreements Act requirements, and industry representatives have requested an extended 90-day proposal submission period. Contractors should be prepared to work within the specified four-year lead time for transformer delivery and potentially conduct assembly work with prior approval for up to 24 hours per day.
