About this opportunity

The National Institute of Standards and Technology (NIST) Radiation Safety Division is seeking to procure a Hidex 300 SL automatic liquid scintillation counting system or equivalent to replace an aging instrument for detecting low energy beta radiation in samples. The procurement is specifically aimed at supporting radiation protection and regulatory compliance activities at the NIST Gaithersburg, MD campus. The system must have capabilities to identify and quantify small radioactive sources containing alpha, beta, and gamma emitting nuclides, which is critical for meeting Nuclear Regulatory Commission, Department of Transportation, and Environmental Protection Agency requirements. Quotations for this opportunity are due by June 5, 2025, at 11:00 AM EST, and will be evaluated based on technical capability and price, with the government planning to award to the lowest-priced, technically acceptable offer. Potential bidders must be active registrants in the System for Award Management (SAM) and must submit their quotes electronically to marisha.curtis@nist.gov.

This contract opportunity is designated as a total small business set-aside under NAICS category 334519 with a small business size standard of 600 employees. The procurement includes four contract line items: the Hidex 300 SL system with MikroWin software and alpha/beta separation capabilities, installation and calibration at the NIST campus, a training session for Radiation Safety Division personnel, and an annual service contract. The system must meet specific technical requirements, including the ability to count 40 samples of 20ml vials, have 70 mm internal lead shielding, and detect beta and alpha radiation up to 2,000 keV and 10,000 keV respectively. All deliverables, including system installation, calibration, and training, must be completed within 90 days after receipt of order, with 100% payment processed net 30 days following successful installation, testing, and acceptance. The place of performance is the NIST Gaithersburg campus located in Gaithersburg, MD 20899, where the contractor must also comply with campus security requirements.

Notice text

The National Institute of Standards and Technology (NIST), Radiation Safety Division (RSD) is responsible for radiation protection and regulatory compliance matters for NIST’s radioactive materials license at the NIST Gaithersburg, MD campus.  As part of managing the radiation safety program, RSD is obligated to identify and quantify small radioactive sources and samples containing alpha, beta, and gamma emitting nuclides.  Identification and quantification are required to comply with Nuclear Regulatory Commission (NRC) regulatory requirements, Department of Transportation (DOT) shipping requirements and for Environmental Protection Agency (EPA) disposal requirements. In order to ensure functional and calibrated instruments are available for the Source Users to conduct their surveys, Gaithersburg RSD needs to procure a liquid scintillation counter to replace the current aging instrument to accurately detect low energy beta radiation in samples.

The requirement is for a Hidex 300 SL automatic liquid scintillation counting system or equal.
