About this opportunity
The Department of Justice Bureau of Prisons Field Acquisition Office is conducting market research on a new liquid oxygen supply and equipment services requirement at Federal Correctional Complex Butner, North Carolina, with responses due May 22, 2026 at 2:00 p.m. CT. This is a sources sought announcement only; no solicitation has been released. No set-aside is anticipated at this time, though set-aside status will be determined based on market research findings.
The contractor will supply and deliver liquid oxygen weekly to refill 18 rental HELiOS LOX portable reservoirs across five institutions at FCC Butner (FMC, FCI-I, FPC, FCI-II, and LSCI). Delivery occurs during regular business hours (7:30 a.m. to 4:00 p.m., Monday–Friday, excluding weekends and Federal holidays), with emergency service calls requiring delivery within 8 hours of notification. Historical monthly utilization averages approximately 2,900 pounds, with projected increases as oxygen patient populations grow. The contractor furnishes all liquid oxygen delivery equipment, maintains and repairs rental reservoirs, provides supplies, and delivers staff training including three documented sessions for new systems.
Contractor personnel must be certified by appropriate federal and state regulatory agencies, maintain professional appearance with visible identification, and avoid military uniforms or insignia. The contractor is responsible for obtaining necessary security access cards and passes.
The anticipated contract is a firm-fixed-price indefinite delivery/requirements type with a base period of one year and four unilateral option years. NAICS code 532490 applies (small business threshold: $40 million gross revenue). Interested vendors should respond to LaShundra D. Thomas, Contracting Officer, at ldthomas@bop.gov, and submit SAM registration, business classification information, eligibility for small business programs (8(a), WOSB, EDWOSB, HUBZone, VOSB, SDVOSB), North Carolina service certification status, prior prison environment experience, and capacity to provide firm fixed unit pricing across multiple years.
