About this opportunity
NASA's John C. Stennis Space Center is seeking to procure one Nikkiso Cosmodyne PINE 8 liquid nitrogen air separation unit (LNASU) capable of producing 86 metric tons of liquid nitrogen per day with 100 ppm oxygen purity. The procurement will be conducted under FAR parts 12 and 15 as a commercial item acquisition. Key technical requirements include operation at 31.25 psig and -300.5°F with total power consumption of 2,280 kW, and the unit must be delivered on a fully functional, modular, skid-mounted basis with comprehensive commissioning, testing, field support, and on-site operator training services included. The Government intends to award this as a sole source contract to Nikkiso Cosmodyne based on prior market research conducted through Request for Information 80SSC025K0001, which determined only one responsible source could meet NASA's requirements. Interested organizations must submit their capabilities and qualifications electronically to Melissa Wagner at melissa.r.wagner@nasa.gov by December 3, 2025, at 3:00 pm, with submissions to be evaluated solely to determine whether full and open competition is warranted.
This procurement carries no set-aside designation and is anticipated to be awarded to Nikkiso Cosmodyne under sole source authority per FAR 6.103-1, with prior market research confirming this vendor as the only responsive source to NASA's specific requirements. The contract will include delivery no later than 18 months from order receipt and a 12-month warranty period commencing from commissioning. Optional equipment offerings include spare expander rotating assemblies, a motor control center, soft starters, an evaporative cooling tower, and vacuum jacketed piping that may be incorporated into the final award. No specific contract value is disclosed in the pre-solicitation notice, though the substantial technical specifications and delivery timeline suggest a significant procurement. The Center Ombudsman is available for inquiries regarding this acquisition, and all materials and construction methods are subject to NASA inspection and approval.
