About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is seeking contractors to transition the existing temporary HC-130J Link 16 communication system to a permanent solution. The primary objective is for the selected contractor to produce a comprehensive technical data package, including ground maintenance manuals, fault analysis documentation, corrective action procedures, illustrated parts breakdowns, and flight manuals for the HC-130J platform. Contractors will need to demonstrate expertise in developing technical documentation, have experience with software sustainment, and possess specific capabilities related to the Fenix software suite and Situational Awareness Communication Upgrade (SACU) system. The market research phase is currently underway, with responses due by May 9, 2025, and will be evaluated based on contractors' technical capabilities, experience with similar systems, and ability to support seven HC-130J locations across multiple Air Force commands. Responses should be submitted via email to the contracting officer and include detailed information about the company's engineering services, quality assurance processes, and specific technical competencies.

The pre-solicitation notice indicates no specific set-aside designation, meaning both large and small businesses can compete for the opportunity. The project involves supporting communication systems developed by Sierra Nevada Corporation (SNC) Tactical Radio Application Extension (TRAX) and involves multiple software applications from various government agencies. The performance period is estimated at twelve months, running from June 2025 through June 2026, with an anticipated focus on procuring specific equipment including Dell 7330 laptops, Panasonic G2 Toughpads, hard drives, and Fenix software licenses. Contractors will be required to provide a Field Support Representative, conduct quarterly software updates, perform static code analysis, and deliver in-person training at all seven aircraft locations. While no specific award value is mentioned, the comprehensive nature of the technical and support requirements suggests a significant contract opportunity for qualified technology and aerospace engineering firms.
