About this opportunity
The Department of the Air Force Air Mobility Command has published a Special Notice seeking interested contractors for a Blanket Purchase Agreement (BPA) to provide linen services at Dover Air Force Base (DAFB) in Delaware. This sources sought notice is specifically for comprehensive laundry services supporting the Fisher House facility, where contractors would be responsible for furnishing all labor, equipment, supervision, management, supplies, and facilities necessary to accomplish linen cleaning services. The contractor must transport linens to their own laundry facility and provide services in accordance with federal, state, and local regulations including OSHA and EPA standards. The BPA establishes a simplified charge account method for procuring repetitive linen cleaning services, with individual purchase calls limited to $25,000. This Special Notice was posted on July 15, 2025, and interested contractors have until July 29, 2025, to respond.
The primary purpose of this Special Notice is to identify qualified sources for establishing a BPA that will support the Center for Families of the Fallen at Dover Air Force Base through professional linen cleaning services. Contractors must demonstrate capability to handle diverse textile items including sheets, towels, comforters, duvet covers, pillow cases, and mattress pads from premium brands like Charles P. Rogers, Restoration Hardware, and Peacock Alley, each requiring specific washing instructions and handling protocols. Key performance requirements include a 48-hour turnaround time during normal operations, 24-hour emergency response capability, and maintaining a 98% performance threshold for pick-ups, deliveries, and item quality. Contractors must also meet strict security requirements including obtaining base access badges and passing background checks. The BPA does not guarantee any specific quantity of services but establishes a framework for the government to issue purchase calls as needed, with both parties retaining the right to cancel the agreement with 10 days' written notice.
