About this opportunity
This pre-solicitation notice seeks proposals for the acquisition of Lightweight Tactical All-Terrain Vehicles (LTATV) in two-seat and four-seat diesel and hybrid variants, along with initial spare parts packages, training courses, and logistics support. The General Services Administration Federal Acquisition Service will issue a request for proposal on October 10, 2019 with proposals due November 11, 2019. Evaluation will use a best value tradeoff process with technical factors significantly more important than past performance and price.
There is no set-aside designation. The primary NAICS code is 336112 and PSC code is 2320. No incumbents or potential awardees are identified. The contract has a five-year base period from March 2020 to March 2025 plus two one-year options and will be a hybrid of firm-fixed-price and time-and-materials pricing. The government anticipates requiring 28% of vehicles for Region 1, 15% for Region 3, 13% for Region 4, 4% for Region 5, and 40% for Region 6, totaling an estimated 600 vehicles over seven years.
