About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting market research through this Request for Information to identify qualified sources capable of designing refreshed hardware components for the Lightweight Airborne Recovery System (LARS) on HC-130J and MC-130J aircraft. The primary objective is to procure engineering services for a Form-Fit-Function replacement of current LARS hardware, specifically the Control Display Unit, Direction Finding Antenna, and Receiver Transmitter Assembly. Potential contractors must demonstrate the capability to furnish all materials and services while maintaining necessary equipment and software either at their own facility or through qualified subcontractors. Responses must address the Contractor Capability Survey (Parts I and II) demonstrating relevant experience and technical competency. Interested parties must submit their responses via email to the designated Air Force points of contact within 30 days of the posting date, by April 28, 2026. The government encourages participation from small businesses and joint ventures in this engineering services procurement.
This opportunity carries no set-aside designation, and no incumbent contractor or specific award value has been identified in the pre-solicitation materials. The period of performance will be determined at a later date following completion of the market research phase. This RFI does not constitute a commitment by the government to issue a future solicitation or award a contract, nor are responses reimbursable. The proposed NAICS classification is 541330 (Engineering Services), with a PSC category of B541 (Special Studies/Analysis-Defense). While no specific budget range is disclosed at this pre-solicitation stage, interested firms should prepare comprehensive capability statements addressing their technical expertise in avionics and hardware system design and integration for military aircraft platforms.
