About this opportunity

The Defense Logistics Agency (DLA) Troop Support Clothing and Textiles is conducting market research to assess industry capability for procuring Lightweight Hard Armor Polyethylene Composite Plates intended for Air National Guard Security Forces. This Request for Information (RFI) seeks to understand the industrial base's capacity, supply chain risks, cost structures, and technical feasibility to inform a potential future Indefinite Delivery Indefinite Quantity (IDIQ) contract. The required plates must be stand-alone polyethylene composite shooter's cut plates available in four sizes with weights not exceeding 2.1 to 3.1 pounds and thickness not exceeding 0.825 inches, and must meet specific ballistic threat standards including 7.62mm x 39mm, 5.56mm x 45mm, 7.62mm x 51mm, and 7.62mm x 54R threats. Additional requirements include compatibility with Eagle AERO Assault Plate Carrier and MSV Gen II carriers, an OCP/MultiCam nylon finish with a subdued Security Forces Defensor Fortis logo, a minimum seven-year warranty, compliance with DFARS 252.225-7012 (Berry Amendment), and lot acceptance testing for every production lot. Interested parties must submit their formal responses to the RFI no later than May 8, 2026, via email to DLA Point of Contact Casandra Rogers, and respondents are encouraged to identify any significant omissions or ambiguities in the RFI that could impede their response.

This pre-solicitation notice has no set-aside designation and does not identify any current contractors or incumbents. The Government anticipates requiring 17,000 units with delivery targeted by October 1, 2026, and intends to sustain the item for seven years. Respondents should provide rough order of magnitude pricing estimates for budgetary purposes and supply details including production lead times, standard lot sizes, supply chain risks, and any concerns affecting production capability. Vendors must also demonstrate capability to ship to 100 CONUS locations and U.S. territories and commit to weekly or bi-weekly status reporting. This RFI is issued solely for market research and planning purposes and does not constitute a binding commitment or promise to issue a future RFP, nor does non-response preclude participation in any future solicitation.
