About this file
This is a Request for Information (RFI) issued by the Defense Logistics Agency (DLA) Troop Support for market research purposes regarding lightweight hard armor polyethylene composite plates for the Air National Guard Security Forces. The RFI (Reference Number: SPE1C1-26-R-ANG, issued April 23, 2026) seeks to understand industry capacity, supply chain risks, cost structures, and technical feasibility to inform a potential future Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government anticipates requiring 17,000 units delivered by October 1, 2026, with a goal of sustaining the item for seven years. Responses must be submitted by May 8, 2026, to Casandra Rogers at DLA Troop Support.
The required plates are stand-alone polyethylene composite shooter's cut plates in four sizes (small through extra-large) with weights not exceeding 2.1 to 3.1 pounds and thickness not exceeding 0.825 inches. Plates must be compatible with Eagle AERO Assault Plate Carrier and MSV Gen II carriers, feature OCP/MultiCam nylon finish with a subdued Security Forces Defensor Fortis logo, and meet specific ballistic threat standards including 7.62mm x 39mm, 5.56mm x 45mm, 7.62mm x 51mm, and 7.62mm x 54R threats. Additional requirements include a minimum seven-year warranty, capability to ship to 100 CONUS locations and U.S. territories, compliance with DFARS 252.225-7012 (Berry Amendment), lot acceptance testing for every production lot, weekly or bi-weekly status reporting, and rough order of magnitude pricing estimates for budgetary purposes. Respondents should identify supply chain risks, production lead times, standard lot sizes, contract receipt dates, and any concerns affecting production capability. This is market research only and does not constitute a binding commitment or solicitation for proposals.
