About this opportunity

The National Institute of Standards and Technology seeks to procure a flow imaging microscopy instrument combined with light obscuration capabilities, with proposals due September 4, 2026. The procurement is unrestricted and carries no set-aside.

Place of performance is Gaithersburg, Maryland (Building 221, Room B329). The instrument must detect particles ranging from 2 micrometers to 70 micrometers in equivalent circular diameter, process samples at 0.2 mL per minute with volumes of 250 microliters to 2 mL, and accommodate particle concentrations up to 1,000,000 particles per mL. Required specifications include a high-resolution 1920 x 1200 pixel CMOS camera with frame rates up to 100 frames per second, a solid-state laser diode light source at 785 nanometers, 10X magnification optics, autofocus capability, and Visual Spreadsheet version 6 image analysis software. The instrument replaces two outdated, unsupported systems and must align with instruments currently used in industry to improve data comparability and collaboration in biomanufacturing particle characterization.

The contractor shall deliver the instrument within 90 days of award and complete installation, provide an Operations and Maintenance manual in PDF format, and deliver on-site training for up to three NIST personnel covering operation, troubleshooting, and routine maintenance within 120 days of award. Training and installation shall occur during normal business hours (8:30 a.m. to 5:00 p.m. Eastern Time, Monday through Friday, excluding federal holidays). The contractor must provide a one-year manufacturer's warranty covering all parts, labor, and travel. Payment is firm-fixed-price on a Net 30-day basis following 100 percent inspection and acceptance, with no partial shipments or invoices accepted without prior contracting officer approval. The service agreement includes a base year and two option years. The NAICS code is 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing); the PSC code is 6630 (Chemical Analysis Instruments). Amendment 0001, issued August 28, updated the solicitation to extend the due date and incorporate option periods for the service agreement. No prototypes, demonstration models, or refurbished instruments will be considered.

The Bioprocess Measurements Group at the National Institute of Standards and Technology (NIST) located at Gaithersburg, MD provides measurement science and standards for robust characterization of biologically or synthetically derived particles that are relevant in the biomanufacturing industry.  These particle types can be hard to distinguish, and regulatory guidelines require detailed characterization of these particles in drug products. Industry currently relies heavily on flow imaging microscopy and light obscuration (compendial method) for characterizing these particles in their products.  We are requesting an updated flow imaging instrument with light obscuration capabilities to replace two outdated, unsupported systems (Flow imaging and Light Obscuration) which no longer reflect instruments used in industry which limits data comparability and collaboration.
